Transformation Project Manager – Children's Services, Education & SEND

Rate: £400 per day (UMB)

Contract: Interim

Location: Oxfordshire (Hybrid Once per month in month)

We are recruiting for an experienced Transformation Project Manager to join a newly established Children's, Education and Families (CEF) Transformation Team, driving a portfolio of high-profile improvement programmes across Children's Social Care, Education and SEND services.

Key transformation projects include:

Improving the timeliness and quality of Education, Health and Care Needs Assessments and Plans (EHCPs)
Enhancing the targeting and effectiveness of Family Help Service interventions
Delivering service improvement and continuous improvement initiatives across Children's Services, Education and SEND
You will lead complex transformation projects from business case through to implementation and benefits realisation, ensuring delivery to agreed time, cost and quality objectives. Working closely with senior leaders and stakeholders, you will develop business cases, establish governance, facilitate workshops and drive sustainable service improvements across the directorate.
You will also:

Lead end-to-end service improvement and change management projects
Develop project initiation documentation, delivery plans and business cases
Establish governance and reporting through the Programme Management Office (PMO)
Apply continuous improvement methodologies, using agile and test-and-learn approaches
Lead and matrix manage multidisciplinary project teams
Facilitate workshops and engage stakeholders to co-design solutions
We're looking for someone who can demonstrate:

Proven experience delivering large-scale transformation or service improvement programmes within the public sector, ideally Children's Services, Social Care, Education or SEND
Strong project and programme management skills across the full project lifecycle
Experience in change management, continuous improvement and business process redesign
Excellent stakeholder engagement and workshop facilitation skills
