Terminal Manager

(Location: Senoko, Singapore)

The role: We are looking to appoint a new Terminal Manager to be based at our OFD (Oil Fuel Depot) located at Senoko, in Singapore, who will be responsible for the safe and effective operation of the OFD, meeting company defined strategic objectives, within agreed parameters, and all the necessary Regulatory Compliance, particularly The Defence MACR (Major Accident Control Regulations), to meet stakeholder service levels and to achieve the financial goals set.

Reporting our Chief Operating Officer, this role entails Managing the Depot and associated Marine Wharf Assets to ensure the desired level of support and delivery of fuel to military customers and stakeholders, and be fit for purpose encompassing all aspects of maintenance, compliance, and minor/major works to the required frequency and standard in accordance with mandated legislation and relevant good practice.

This role also requires the coaching and development of the OFD Senoko workforce, to be compliant with all company standards, policies, procedures, and Legislative requirements, for the effective management of MACR Regulations, with a focus on changing both culture and safety standards.

This post is being offered a 3-year FTC (fixed term contract), with a full support Ex-Pat package for relocating abroad.

Responsibilities:

* Develop and maintain positive relationships when representing the OPA with internal and external stakeholders including:

- MoD - UKStratCom & British Defence Singapore Support Unit (BDSSU),

- Regulators – The Defence Fuel & Gas Safety Regulator (FGSR), Operating - Energy Authority, Singapore Civil Defence Force (SCDF),

- Maintenance and third-party Engineering contractors,OPA management and members of the public.

* Embrace and lead by example regarding process safety, which is the core of OPA’s culture to ensure all activities are carried out safely,

* Ensure that all staff have been trained and competency assessed so that only suitably competent individuals are assigned tasks including safety critical tasks,

* Ensure compliance with SSoW (Safe Systems of Work) at all times, including the requirements of the OPA Control of Work Procedure and in accordance with mandated legislation and best practice,

* Liaise with MoD and DLA (US Defence Logistics Agency) to inventory manage the facility to optimise fuel holdings,

* Monitor and manage compliance at the Depot through routine auditing, ensuring all corrective actions are followed through and closed out,

* Identify and initiate Management of Change processes where there is a change to procedures, plant & equipment, people, or substances.,

* Oversee projects and new works, including new installations and modifications to existing installations and identify potential hazards and associated risks during the lifecycle of the installation,

* Working in partnership with the HSSEQ Function to implement, manage and maintain the corporate HSSEQ Management System and Standards for the Depot,

* Develop emergency plans and fulfil the role of Incident Main Controller and ensure you fulfil the responsibilities as defined in the corporate emergency response plan.

The candidate: The role will require the post holder be a self-motivated, highly experienced industry manager and have completed a recognised Degree, or relevant industry experience working within an MACR/COMAH environment preferably within the Oil and Gas Sector, with the ability to demonstrate strong leadership skills.

Your proven ability to build and maintain exceptionally strong business relationships, with both internal and external stakeholders, will be second to none. As well as being competent in all Microsoft Office Applications.

Candidates will need to have a full (preferably clean) driving licence, and be able to obtain SC (security clearance)
