Location: Redditch / Bromsgrove, Worcestershire
Pay Rate: Up to £500 per day PAYE – flexible depending on experience
Contract: Temporary assignment until 31 March 2027, with likely extension
Working Pattern: Predominantly remote – initial office attendance required to collect IT equipment

## The Opportunity

LYNX Employment Services are recruiting an experienced Technical Accountant – Treasury & Capital to support corporate finance, treasury management and financial reporting within a local government environment.

This is an excellent opportunity for a qualified accountant with substantial local authority experience to take a leading role in implementing CIPFA cash-flow models, financial forecasting and treasury management processes.

The successful candidate will bring strong technical accounting knowledge, advanced Excel skills and the ability to work independently on complex financial matters.

## Key Responsibilities

Lead the implementation and development of CIPFA cash-flow models, forecasting and financial reporting processes.

Manage treasury activities, including daily cash-flow monitoring, borrowing requirements and investment planning.

Support technical accounting requirements relating to financial instruments and IFRS 19.

Prepare treasury management reports, budgets and Prudential Indicators.

Support capital accounting, capital budgets and year-end financial statements.

Maintain accurate fixed asset and grants registers.

Prepare financial reconciliations, statutory returns and financial performance reports.

Work closely with senior finance colleagues, treasury advisers and external auditors.

Contribute to corporate financial planning, budget preparation and financial governance.
## Essential Requirements

Candidates must demonstrate:

Fully qualified accountant status – CCAB qualification or equivalent.
At least 5 years' local government finance/accounting experience.
Advanced Microsoft Excel skills, including complex financial modelling.
Strong experience in treasury management, cash-flow forecasting and corporate finance.
Sound knowledge of CIPFA accounting requirements and local authority financial reporting.
Experience working independently with complex financial information and competing deadlines.
Previous experience implementing cash-flow models, working with financial instruments and supporting local government accounts closedown would be particularly advantageous.
