We have an exciting new opportunity for a SUB PROJECT MANAGER who can be based either in West Cumbria or in Warrington, Cheshire:

About the Project:

Project Management / Sub Discipline – Electrical Distribution Systems

The historic Sellafield Site Electrical Distribution Systems (EDS) are in a degraded and unsustainable state of repair, and no longer fit for purpose. Therefore, consideration must be given to replace or upgrade the systems to provide a safe, reliable and maintainable system to comply with statutory instruments (Electricity at work act 1989) and the latest British and Sellafield Ltd standards.

There are few replacement spares available to maintain on a short term basis only. It is imperative to maintain the electric power to buildings in a quiescent state and buildings to fulfil POCO enhanced load requirements. Degradation of installed systems will challenge the present building safety cases and present functional requirements.

A significant number of plants are approaching a time where their original systems, or in some cases their refurbished or replaced systems are either approaching or have exceeded their design life. This means that the systems are not performing as per the original intent or they are contributing to the degradation of facilities as parts fail and preventative maintenance becomes uneconomical. As a result a number of systems have been Identified through the asset care management system as needing significant work.
A categorised approach to Electrical Distribution project delivery is aimed at addressing these shortfalls and provides in the long term:

Standardisation of Design used throughout site
Standardisation of Products used throughout site
Obsolescence Management
Standardisation of maintenance and testing arrangements

The Electrical Category deals with those projects that Enterprise Plant Engineering cannot maintain or cannot repair without intervention from a project team.

About the Role:

Previous Project Management experience.

The Project Manager sets the project execution strategies and uses a cross-functional project team to deliver the project safely in line with company policy achieving established goals and objectives within the agreed baseline.

Responsibilities:
Delivering fit for purpose work in a safe manner to meet or better the project baseline cost, schedule and quality requirements.
Oversight and co-ordination of all work scope delivery.
Controlling scope and cost to the agreed project baseline.
Developing and executing effective execution strategies and plans in line with the overall project strategies and plans.
Providing accurate and timely reporting on project status, activities and performance.
Identifying risks and implementing effective risk mitigation strategies.
Implementing and maintaining effective integrated project execution strategies and plans.
Implementing and maintaining effective communication to the project team and stakeholders.
Maintaining effective communications and executing the project execution strategies and plans within their project work scope.
Production of key project documentation e.g. Work Specification Forms.

Accountabilities:

To the project manager for:
a) Delivering the project in a safe manner to the specified functional criteria, goals and objectives, compliant with appropriate legislation, Project Execution Procedures and within the approved project baseline, scope, cost, schedule and quality requirements.
b) Applying an appropriate level of priority for safety and quality to ensure that Nuclear Safety is not compromised by delivery.
c) Implementing and maintaining a competent, effective and efficient Integrated Project Team.
d) Minimising the project risks (threats) and maximising opportunities.
e) Maximising the project efficiency and effectiveness.
f) Early identification of issues, concerns that either have the potential or will impact the project baseline and sanction.
g) Proposing, agreeing, implementing and reporting corrective actions to secure the project baseline.
h) To the Head of Projects with support from Project Management Function as required, to ensure that the Project Delivery Fundamentals are embedded and complied with in their projects.

Authorities:

Development of project execution strategies and plans.
For expenditures up to the approved authority limit as set by the SL Project Manager and as defined in projects Work Specification Form (WSF).
For the oversight and delivery of agreed scope.

Reporting & KPI:

The delivery of the scope and in role performance of the sub-PM will be formally assessed in a task feedback form at the end of each financial year. The KPI for this scope shall be based solely on Customer Satisfaction (i.e. 100%) using the following criteria:

Solution Delivery 40% – management of project lifecycle engineering delivery, whilst monitoring, tracking and taking action to address delivery issues, reporting to the Project Manager, maintaining effective communications, and executing project execution strategies and plans within their project work scope.

Quality - 40% – reporting accurate and relevant information at the right time in the right format e.g. clarity and accuracy of monthly reporting. Understanding who the stakeholders are, working closely with them and managing their expectations, and aiding delivery of quality engineering deliverables e.g. arranging plant visits with the correct stakeholders in attendance, planning and assisting where plant visitors passes, and escorts are required. Work Specification Form, Schedule and Estimate pass successfully through review and subsequent Gate, sanction achieved with minimal rework to Work Specification Form.

Relationship – 20% - working well with the customer and the design delivery organisation. Design delivery organisation is based in satellite offices so communication is key, requiring frequent contact and face to face meetings and discussions, doing what is required to work and behave as an integrated project team.

Desirable Skills and Qualifications:

Experience of working on projects in the nuclear industry.
Experience in project management, managing delivery to cost and schedule.
Ideally, experience in control system delivery but other engineering disciplines acceptable.
Knowledge of the Sellafield project lifecycle.
Knowledge of NEC3 contracts.

Qualifications:
Ideally:
IPMA Level D (APM) professional qualification or equivalent.
Graduate degree in relevant field
