A Local Authority based in Ealing is seeking a Strategic Property Project Consultant to lead a high-profile programme reviewing and preparing council-owned residential properties for disposal. This is a unique opportunity to shape the future management of the council's property portfolio while delivering best value for residents and communities.

About the Role

Working within the Strategic Property and Investment team, you will take ownership of a dedicated property disposal project involving residential properties attached to schools and parks across the borough. You will assess opportunities for disposal, develop a future-proof disposal process, and work closely with internal stakeholders, legal teams and external consultants to deliver successful outcomes.

The project initially involves approximately 11 residential properties, with the potential to expand to around 20 sites.

Key Responsibilities

Review and assess council-owned residential properties for disposal opportunities.
Conduct site inspections and work closely with Education, Property and Legal teams.
Evaluate title arrangements and identify opportunities to separate properties from existing Land Registry titles.
Lead and manage property disposal projects, ensuring best value is achieved.
Prepare information required for legal disposal packs and support title amendment processes.
Coordinate valuations, surveys, repairs and technical investigations where required.
Develop robust processes for future property disposals.
Produce options appraisals, recommendations and business cases to support strategic decision-making.
Provide professional property advice to internal stakeholders and senior officers.
Manage consultants and specialist advisers to ensure quality and value for money.

About You

We're looking for an experienced property professional who can operate independently, navigate complex stakeholder environments and deliver tangible outcomes.

You will have:

Extensive experience of property disposals, acquisitions, asset optimisation or strategic property projects.
Strong understanding of land ownership, title matters and disposal processes.
Experience delivering property-related projects within a local authority, public sector or similarly complex organisation.
Excellent analytical skills and the ability to produce clear options appraisals and recommendations.
Strong stakeholder management, negotiation and communication skills.
Experience commissioning and managing consultants and technical advisers.
A degree in a property-related discipline or equivalent professional experience.
MRICS qualification or equivalent professional status is desirable but not essential.
