Strategic Delivery Lead for Housing Commissioning and Contracts
London (Hybrid)
£493.74/day

As part of the Commissioning Programme, the Strategic Delivery Lead will face the critical challenge of acting as a catalyst and collaborating with stakeholders to design a new commissioning structure for housing repairs and major works contracts. This role requires a passion for transformation projects and engagement with residents and wider stakeholders to develop a co-designed commissioning approach. The aim is to deliver outcomes important to the community while ensuring value for money for all residents.

The ideal candidate will possess professional qualities including influence and leadership across various departments, proactivity, and accountability for delivering workstreams. While experience in commissioning and contracts is desirable, the ability to deliver at pace and engage with key stakeholders is paramount. The role involves being a critical friend and creating constructive challenges to drive delivery. Using evidence from previous resident engagement and programme management expertise, the Strategic Delivery Lead will support senior leaders and their teams, collaborate to resolve cross-cutting issues, and ensure successful delivery.

Key Responsibilities:
* Act as a catalyst in designing a new commissioning structure for housing repairs and major works contracts.
* Develop a co-designed commissioning approach in collaboration with residents and stakeholders.
* Lead and manage complex, cross-functional projects and programmes.
* Influence and engage with key stakeholders to deliver change.
* Provide support, guidance, and advice to various departments and residents.
* Build strong relationships internally and externally to support successful delivery.
* Ensure alignment of Directorate priorities with council strategies to realise tangible benefits and community priorities.
* Advise on strategic developments to assist in the delivery of strategic outcomes.
* Promote best practices across the council.

Skills and Experience Required:
* Proven track record in leading and managing complex projects and programmes, preferably in a housing or commercial environment.
* Strong analytical skills and the ability to develop change strategies and solutions.
* Ability to pre-empt issues and execute mitigating actions and plans.
* Proven stakeholder management and engagement skills with political awareness and sensitivity to stakeholder needs.
* Ability to work effectively under pressure, prioritise and manage deadlines.
* Flexibility to work independently with a focus on delivering outcomes.
* Knowledge and interest in delivery methodologies, community engagement, and techniques.
* Effective budget and resource management.
* Experience in briefing and advising senior stakeholders and Cabinet Members.
* Relevant project or programme management qualifications.

Responsibilities Include:
* Developing strong relationships with stakeholders and support services.
* Using community insights, data, and evidence to define projects and programmes.
* Leading project and programme management activities, including budgets, spending, benefits realisation, and KPIs.
* Proactively identifying and managing risks, issues, and opportunities.
* Producing and maintaining project and programme documentation.
* Developing transparent systems and ways of working to foster collaboration.
* Engaging with IT, Finance, Legal, and Procurement colleagues to ensure best practices.
* Understanding and sharing key risks and issues from the corporate risk register.
* Aligning delivery plans with the council's strategic and corporate aims.
* Managing expectations regarding project delivery, including change requests and scope changes.
* Facilitating community focus groups and strategic decision-making forums.
* Keeping up-to-date with emerging trends, innovations, and developments.

Reports to: Head of Commissioning & Contracts - Housing Services
Working Pattern: Hybrid, with weekly office attendance expected
