Cedar Recruitment are supporting a prestigious London Local Authority with the recruitment of a Interim Strategic Finance Manager to work across the Growth Planning and Housing department.

The purpose of this role will be to support the Director of Finance to drive change across the team, bringing extensive experience in all key areas of Strategic Finance.

You must be able to get into West London for this post, with adhoc working from home arrangements.

Duties and Responsibilities:

Ensuring that the Council's annual accounts are published and audited in line with statutory deadlines; management and control of the Council's group accounts.
Ensuring that the finance team is future proofed enabling team members to acquire new skills and experience while learning from others including a number of external staff that plan to roll-off during 2024.
The post holder will also play a key and pivotal role in furthering the improvement and transformation of the finance team
The successful candidate will work with team managers and staff to agree the conditions for change to enable the services to be delivered to consistently high standards.
Lead in the development, implementation, and review of change management programmes to deliver continuous improvement in the team and, more widely, in Finance.
Seek and take responsibility for implementing internal process improvements, demonstrating the business case for change and it's benefits
Experience in working at a senior level, in a large, dynamic complex organisation
Proven track record in negotiation (including at team, peer, senior stakeholder and elected member levels)
Significant relevant experience managing technical and financial accounting issues in relation to public sector funding arrangements
Experience in persuading a wide range of stakeholders to work together, with a focus on the needs of the community
Ability to devise, lead and manage change programmes and significant corporate projects within a large organisation

Essential Experience:

Experience within Housing is essential to be considered for this post
You must also have extensively managed very strategic financial accounts
To be considered you must have worked on large scale financial transformations or changes
Significant strategic management experience, including looking at new ways of working and strategic outcomes
Full member of CCAB, (preferably CIPFA), CFA, or ACT is required for this post
