The Adult Social Care function within Devon County Council is responsible for the commissioning of £300million of care services through its contractual arrangements with around 1,200 external private, independent and voluntary sector providers. Future demographic and budget pressures within the authority means that this will be an ever-challenging task with new thinking and solutions needed.

The Senior Manager will take strategic leadership responsibility for shaping, developing and ensuring sufficiency of the market through a detailed understanding of the business models of providers, including fee modelling, contracting and procurement expertise. The postholder will have a thorough understanding of commissioning and contracting mechanisms, and a sound knowledge of business models in the independent sector.

The role is integral to the Integrated Adult Social Care Leadership Team and interfaces with key strategic stakeholders including NHS partners, independent sector provider organisations and the voluntary and community sector.

The postholder will provide leadership for the Integrated Adult Social Care strategic commissioning team, working closely with the wider senior leadership team. The two postholders in this role will jointly lead the integrated adult social care strategic commissioning team, reporting to the Deputy Director of Integrated Adult Social Care Commissioning.
