Job Summary

Whilst the position is predominantly focused on the Planned Maintenance Team, there is also a requirement to provide assistance within Hampshire Engineering Services (HES) in a Project Manager Role, as required.

Within Planned Maintenance you will provide support and leadership skills whilst overseeing a design team of engineers, delivering annual programmes of work, including carriageway resurfacing, footway reconstruction, structural drainage and surface treatment schemes within the overall Planned Maintenance Team.

Within HES you will provide support and leadership skills undertaking the responsibilities of NEC4 Contracts as a Project Manager for Generation 5 works packages, including determining the contract strategy for Civil Engineering projects (up to the value of £150m)

Both roles will require working closely with Contractors, colleagues and internal and external stakeholders by consulting, informing or advising to deliver cost effective engineering solutions, considering sustainable and innovative methods and their subsequent long term maintenance effects.

A large percentage of the projects and schemes delivered are undertaken on the Local Road Network, it is therefore essential to have experience working on evolved roads and the potential challenges this can bring.

The time split between the roles will be dictated on a needs basis and be entirely dependent on current workload, you will therefore need to be flexible and excel in time management under pressure.

Main Responsibilities

Design & Implementation

Using asset management principles manage the identification of proposed schemes then implement engineering solutions through a robust design process to enable efficient delivery.
Undertaking contract audits and approving contract documents and drawings for tender
Manage the delivery of specific programmes of works ensuring timely supply of task orders, designs and contract documents.
To provide and approve technical support throughout the design and construction process.
Detailed knowledge of all NEC 3 & 4 contracts options, specifications and methods of measurement Decision Making Areas and Approval of Compensation Events and extensions of Time with contractors Working Conditions
Undertake the duty holder role of 'Principal Designer', under CDM 2015.

Programme Management

To plan and programme resources for the design and implementation of annual programmes of planned maintenance works.
To establish agreed solutions with interested parties, which meet engineering and environmental considerations and provide project management throughout the construction period.
To manage, monitor and control progress to achieve completion to recognised County Council standards, policies and procedures within time and budget constraints.

Financial Control

To monitor and manage expenditure on individual schemes and programmes, ensuring timely close down at year end.
Provide advice to designers around scheme budget management around quotes and estimates, as well as agreeing final accounts within budget and programme.
Detailed knowledge of Standing Orders, Financial Regulations, Contract Practice Notes and Code of Practice relating to construction projects

Communications

To liaise as appropriate with contractors, district, parish and town councils, Highway depot engineers, other departments, public utility companies, National Highways, external consultants and the general public, verbally, and by written advice to solve problems and delivery the schemes.
To represent the County Council at public meetings, carry out consultations on programme proposals and advise elected members as necessary.
Liaise with Corporate Communications to assist with media enquiries.
To have effective written and oral communication skills at Senior Management level to prepare reports and present evidence at Court, as required.

Training

To maintain personal technical and managerial expertise in new methods and technology. To support, motivate and encourage team members to pursue personal development through effective supervision and allocation of work.
Establishing, monitoring and maintaining safe working procedures for site staff.

Corporate and statutory initiatives - equalities/health and safety/e-government/sustainability

Maintain an awareness of Hampshire County Council's corporate and directorship policies and procedures including those relating to equalities and health and safety and apply them in day-to-day requirements of the role
