Apple Recruitment are recruiting for a Senior Data Analyst on behalf of the NI Ambulance Service.

Job Purpose:

The post holder will be responsible for managing the development, production and delivery of complex statistical and qualitative and/or quantitative reports for emergency and non-emergency or corporate activity-based information for Executive Directors, Senior Managers and external Health and Social Care Organisations or agencies as required. He/she will provide specialist knowledge in interpretation and analysis of information and definition of reporting/information requirements and ensure that the methods of information delivery are appropriate, meeting the needs of information users both in terms of information requirements and user technical/strategic capabilities.

The post holder will work as part of team in which each member possesses knowledge or skills which they will be encouraged to develop.

In addition, members of the team will be encouraged to work flexibly so that skills transfer can take place to ensure each staff member has the full understanding and knowledge of systems, processes; providing individual development opportunities.

Job Description:

1. To przoduce detailed and timely Trust level corporate activity reports on a daily, weekly and monthly basis among for distribution to Executive Directors, Area Managers and other senior staff within the organisation.

2. To produce reports and analysis to investigate activity trends within the Trust as required and that relevant data cleaning has taken place to ensure the accuracy of the information provided.

3. To undertake analysis of data and produce reports to complete returns to the Department of Health, Health and Social Care Board, other Health and Social Care agencies or stakeholders as required.

4. To act as a point of contact for queries from external stakeholders in relation to statutory returns.

5. To communicate complex findings in a coherent way to staff and relevant stakeholders at all levels ensuring that key findings are communicated in a relevant and comprehensive manner.

6. To deal with staff at all levels and facilitate a clear definition of information requirements for complex and statistically technically challenging requests or projects, ensuring that issues are communicated in a clear way to non-specialists.

7. To deliver presentations to senior staff without specialist domain knowledge.

8. To have in-depth knowledge and experience in statistical methodologies.

9. To be responsible for handling multiple, large data sets and appropriate analysis of such data.

10. To contribute to statistical analytical services. This will involve the planning, development and analysis of collaborative work with other analysts and other staff on projects.

11. To support strategic planning of projects and programmes to meet organisation and Departmental objectives.

12. 12.To maintain key data flows for strategic planning and statutory reporting.

13. To be responsible for implementing Departmental policies within own work area, propose changes to working practices as a result of new guidance or legislation; propose changes to and redesign statistical information and local managerial procedures and concepts which have an impact on other areas.

14. To be responsible for representing the Trust at relevant forums or working groups as directed.

15. To develop and maintain databases, as directed by the Corporate Manager.

16. To work as part of a team with responsibility for providing access to and support for a range of information sources and systems for staff and working with third party suppliers as required.

17. To be responsible for ensuring that the access and dissemination of information follows the principles of data protection, confidentiality, third party access rights etc

18. To manage specialist, sensitive datasets (e.g patient information) in accordance with the General Data Protection Regulations/Data Protection ensuring that confidentiality is maintained and that resultant analyses are presented in accordance to good practice disclosure policies.

19. To be aware of sources of information, both internal and external to the HSC and national datasets to support job role including an awareness of benefits and limitation of sources to ensure that most appropriate is used when required eg recommendations on the procurements of information and/or systems.

20. To research and find new ways of reporting data including new statistical techniques and tools to keep abreast and up to date with current development and reporting methods.

21. To identify innovative and efficient ways of addressing specialist information needs.

22. To be responsible for maintaining quality of own work, encouraging others contribution to improving quality or developing a culture to improve.

23. To be responsible for own personal computer and software and any equipment specific to job role.

24. To plan, organise and co-ordinate meetings as required.

25. In the absence of the Corporate Manager, the post holder will be required to deal with Freedom of Information requests, General Data Protection Regulations/Data Protection Subject Access requests or Assembly Question requests for information affecting all areas of the Trust.

Essential Criteria:

Applicants must, by the closing date for applications, have:

A working knowledge and experience of Microsoft Office packages specifically the creation and manipulation of Access databases and Excel Pivot tables; knowledge of web based applications.

A degree in Computing, Information Technology, Information Management or related areas of information/statistics management with one year’s quantifiable experience within a discipline relevant to information analysis or statistics which includes an in-depth working knowledge of information production, report writing or inferential statistics. Or 5 years’ experience and quantifiable experience within a discipline relevant to information analysis or statistics which includes an in-depth working knowledge of information production, report writing or inferential statistics.

· Hourly Rate: Band 6 - £18.10

· Duration: 6 months

· Hours: 37.5 hours per week
