Quantity Surveyor

Macclesfield, Pharmaceutical Plant - CAPEX

12 month Contract

£52.94 p/hr - Umbrella

36.5 hours p/week

Hybrid - 4 days onsite, 1 day remote

Macclesfield Campus is approx. 100 acres with around 4500 people working on site.

Facility Management are one of the main teams on site and part of this team is Campus Project Solutions (CPS). CPS deliver engineering capital projects for all of the sites residents. Typically the team deliver around 60 projects a year ranging in value from £10k’s to £5M, from refurbishment of carparks to new buildings, from installation of a new heat exchanger to complex Autoclaves, from packaging conveyors to complex tablet packing lines, from office refurbishment to Laboratory upgrades, from plant room pumps & valves to Aseptic HVAC & particle monitoring. The team consists of approx. 15 project managers and project engineers working in a CPS team of around 50 colleagues and around 150 in partner organisations all dedicated to delivering the best possible outcome for our customers.

Quantity Surveying Experience

To provide an efficient and effective Quantity Surveying service to meet all cost and contract management requirements. Act as Subject Matter Expert (SME).

The duties/responsibilities defined below may be supplemented by further duties as defined by our client’s Functional Lead.

• Develop class D estimates (+/- 30%) for the justification phase of a new project.
• Develop class B estimates (+/- 10%) for the budget sanction phase of a new project.
• Use AZ historic cost data and/or historic cost data to develop the cost estimates adopt parametric or bottom up principles as appropriate in view of the maturity of the project scope definition
• Provide Basis of Estimate (BoE) ensuring all qualifications, exclusions and assumptions are captured
• Use tools and systems to produce estimates.
• Develop initial Cost Breakdown structure (CBS), support the development of the WBS and ensure alignment between them
• Load estimating data into relevant systems and use the estimating and data systems in line with company standards
• Produce VoWD forecast utilizing class D estimate and programme.
• Input new project VoWD forecasts on to the master spend tool
• Manage and update monthly spend monitoring any in month and yearly changes and updating project graphs.
• Producing monthly portfolio reports
• Assist in the creation of the yearly phased budget and liaise with CPS leadership team and Finance.
• Take lessons learned from internal and external data sources in support of cost estimate establishment
• Develop, input into and maintain the cost database for corporate knowledge and feed back into the company norms
• Attend and participate in Project Kick off meetings.
• Collate all anticipated Project costs to develop and produce the Sanction Estimate Documentation to obtain project funds.
• Lead a project risk workshop to develop the Project Managers Reserve (risk pot).
• Support the Project Team to review the project risk register and monitor/manage contingency/management reserve.
• Develop Project Cost report in SAP, completing the WBS form and liaising with Genpact.
• Support the production of tender information and Contract Documents including collation of the NEC4 Contract Documents and other contract types.
• Support the Project Manager and/or Procurement department to manage the tender assessment process and review and assist in any negotiations with the supply chain.
• Support the PM and project team with the management of contracts.
• Management of the client’s preferred contract management system (CEMAR) to manage the general administration of contracts.
• Raise Purchase Requisitions (PRs) in the Coupa system to enable Purchase Orders (POs) to be issued for supply chain services.
• Validate and certify payments in line with the prevailing contract terms and conditions.
• Review monthly cost applications from suppliers and raise payment certificates.
• Produce and provide monthly updated Cost Reports updating Anticipated Final Cost (AFC) forecasts.
• Produce and provide monthly updated Project cashflows.
• Instigate, lead and undertake detailed cost audits as required by the contract arrangements Conclude the Final Account for supply chain contracts in line with the prevailing contract terms and conditions.
• Evaluate submitted contract claims/disputes and advise client on their potential liability support client and/or their advisors to resolve the claims/disputes.
• Work in close liaison with the Estimator and Cost Engineer to _normalise_ the contract data and develop benchmark data for future use.
• Support project reviews and audits.

Cost Management Experience

To support the team with project lifecycle activities such as capital applications, capital asset structure management and SAP.

Responsible as main point of contact for all SAP/CATs and Capital Approval System queries.
Interface between Finance and Department maintaining all project portfolio maintenance and queries.

• Cost Engineer Superuser responsible for the registration of new projects in the Capital Approval System (CAS)
• Register and report projects into CAS.
• Implementation of Project Work Breakdown Structures in SAP.
• Manage the overall project and portfolio budget, work with the project team to ensure cost capture requirements are in place complies with AZs procedures and accounting system (SAP)
• Monitor, analyse and report to finance cost related aspects for designated projects within the Portfolio.
• Track expenditure against progress, drive cost accuracy and ensure timely and accurate reporting to eensure all cost and contract transactions on a project are understood and managed in an appropriate way.
• Management of CATS in SAP and validate the actual client’s internal costs and work in close liaison with the Project Team to develop an accurate and contemporary Estimate to Complete for the remaining scope.
• Review project cost performance on all projects AFC’s in the portfolio against the agreed Baseline, identify trends and advise on potential project overspend.
• Produce and update monthly AFC report for Finance.
• Work in close liaison with the Project Team to support in the preparation of project cost Baseline Changes (Supplementary).
• Support the Project Team to conduct detailed variance analysis, root cause analysis and scenario planning provide recommendations and strategies to recover the project.
• Manage and update project budgets in SAP in line with approved project changes and control account re-allocations
• Support the Project Manager to develop project performance reports and dashboards at a project and portfolio level
• Capex/depreciation report to finance on a monthly basis, assist others in external departments to manage depreciation and timely closure analysis.
• Maintenance of Workflow Change report and ensuring approval flows are correct.
• Contribute to progress meetings as required in support of the Project Manager.

Qualifications and Experience

• Degree (preferable) in an engineering related subject with 5 to 10 years related experience.
