About the role and what we’re looking for

Main duties and responsibilities

General

To support the head of service and service manager by:

providing input into the creation and deployment of service plans, contributing to budget planning and project management
maintaining an awareness and understanding of new legislation and/or best practice, interpreting the resulting implications and developing appropriate procedures
both informing and writing reports for cabinet, council, committees etc.
Specific to this role

The postholder will manage effective operation of both councils’ property portfolio, including both operational and non-operational property holdings. This is an important role for the councils and will involve working across a range of services and teams to bring together a “corporate property” approach to managing the councils’ property assets. It will take responsibility for the operational, maintenance and project delivery issues in relation to the councils’ property holdings, ensuring day to day management and statutory compliance is in place, as well as developing the strategy for improving and maintaining the estate.

Main duties and responsibilities:

Manage daily operational issues for both councils’ property portfolios, including the operational and non-operational property holdings.
Provide service for the client department buildings, such as arts & community centres, housing, public toilets and other Council teams.
Manage property budgets.
Develop contract and service agreements, undertake contract management, and develop procurement procedures for Property and Facilities.
Supervise contracts and consultants, including issuing instructions, monitoring and supervising workstreams, and reviewing performance
Set up, review and manage Utility Contracts across the Council.
Responsible for and oversee team to deliver forward maintenance planning and property project delivery.
Act as the point of contact and liaise with members of the public in respect of property matters, complaints, and freedom of information requests.
Deputising for the Service Manager where appropriate.
Line Management

To ensure strong and robust line management of the team through:

day-to-day supervision of employees within your team, including management of annual leave, annualised hours, sickness, and expenses claims.
undertaking and recording performance reviews according to HR policy and procedure.
identifying training and development needs within your team and encourage participation in training and development activities.
ensuring the councils’ policies and procedures are deployed correctly within your team, notably health & safety and GDPR.
ensuring that consideration and appropriate action is taken regarding the welfare and wellbeing of your team.
About you

Your essential skills, knowledge and experience

extensive experience in estates or facilities management
extensive experience of project and financial management, including budget monitoring and reporting
experience of operational property management, including statutory compliance
experience in contract management and procurement
knowledge of property statutory frameworks and guidelines
Your essential qualifications

degree level or equivalent level of qualification or experience
professional qualification, or working toward, in a property, facilities or construction related discipline, such as IWFM, RICS, CIOB
Recognised Health and Safety qualification such as IOSH or NEBOSH general certificate.
If you have the following experience or qualifications – it’s a bonus.

knowledge and understanding of local government and its services.
knowledge and understanding of energy efficiency, utility management and carbon reduction initiatives.
Work related requirements:

This role has been identified as public facing in accordance with Part 7 of the Immigration Act 2017; the requirement to fulfil all spoken aspects of the role with confidence in English applies.
