Project Manager – Signalling HS2

Are you an experienced Project Manager with experience of delivering Railway Signalling Projects and are interested in working on Europe’s largest infrastructure project HS2?

Are you interested in Delivering & creating a legacy for the very first Signalling System in the World on a Highspeed Railway to Install Automatic Train Operation (ATO) over European Train Control System (ETCS) technology? Please note looking for a Project Manager with Railway Signalling experience previous ATO or ETCS experience is not necessary.

A Project Manager is required to work for the Client Organisation (High Speed Two Ltd) responsible for the New High-Speed Rail project in the UK. The role reports to the Senior Project Manager for Signalling, working on c£1.5bn Control, Command & Signalling (CCS) and Traffic Management Contract.

Job Purpose

As the Project Manager for CCS at HS2 you will be responsible for the successful delivery of the contract(s) to time, budget, scope and quality. You will manage preparation for contract award, contract mobilisation, design development and delivery of the Phase One. You will be joining HS2 at an exciting time as we move into contract award of the 11 rail system contracts which includes the major CCS Contract. The scope of the contracts will bring innovative technology to the UK railway and support delivery of this transformational project.

The role supports the Senior Project Manager (named NEC Project Manager), and from contract award will be involved in 2 years of design development – project management through the design stages from concept, scheme through to detailed design (not technical design management). Then moving into delivery / construction, test & commissioning a further 6-8 years.

The Control, Command & Signalling (CCS) and Traffic Management Contract is part of the 11 Rail System Contracts, these contracts are design & build NEC3 Option C Contracts, in addition the successful contractor (either Siemens, Hitachi or Alstom) will then also be part of the Rail System Alliance a unique alliance framework put together by HS2 to deliver the 11 Rail Systems contracts in a collaborative and intergraded model by offering contractual incentives and deterrents to ensure correct behaviours are developed to build a fully integrated railway system. The Project Manager will also assist and facilitate integration between the different rail system contracts and where possible develop value engineering ideas and processes.

Profile of Works

Control, Command & Signalling (CCS) and Traffic Management Contract, NEC3 Option C £1.5bn

The CCS and TM scope includes the design, manufacture, supply, installation, supervision, inspection, safety authorisation, testing, commissioning, maintenance until handover to trial operations and ongoing technical support services of the following:

ETCS including all lineside equipment;

signalling equipment including interlocking and train detection equipment;

Automatic Train Operation (ATO) Grade of Automation 2 (GoA2) over ETCS;

the Traffic Management System (TMS);

the Enterprise Service Bus (ESB);

the Possession Management System (PMS);

the Adhesion Management System (AMS); and

the Weather Monitoring System (WMS).

Work Situation – Hybrid

The office location is Birmingham (pref) or London Euston they operate a flexible hybrid working model expectation to work 2 days a week from the office. Overall, this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.

Birmingham £60 – 71,160 + Pen (6:12) + health + 25 days

London £75 – 80,760+ Pen (6:12) + health + 25 days

Duties & Responsibilities

* To be responsible for providing project management support to one or more of the Signalling (CCS) Senior Project Managers / Heads of Delivery for their allocated project.

* To be responsible for supporting in the successful delivery of Railway Systems/ CCS objectives outcomes.

* Interface with relevant Railway Systems / CCS stakeholders, for their particular project, as required

* To support the monitoring of the change generated from both the Construction/Delivery teams is appropriately managed; including scope changes and cost changes that impact on the affordability of the project, escalating issues to the Senior Project / Project Manager as required

* To support robust reporting on the progression of their project deliverables to the Senior Project Manager/ Head of Delivery and more broadly within the Railway systems programme at any required forums / panels, on a routine and ad hoc basis

* To support the Senior Project Manager / Head of Delivery for ensuring that project plans are developed, maintained and analysed in order to identify and mitigate delivery risks

* To support the Senior Project Manager / Head of Delivery in identifying and ensuring that appropriate mitigating actions are implemented to address potential milestone slippages and escalating issues as required

* To be activity involved in the integrated HS2 team, including matrixed team members and any agency staff or consultants, providing day to day co-ordinating to deliver project and / or contract requirements to the agreed schedule.

* To manage the package contractor(s) to ensure successful delivery of the project to time, budget, scope and quality.

* To ensure the project is successfully integrated with other related HS2 and Network Rail projects.

* To undertake the duties of the Project Manager under an NEC3 contract.

Required Criteria

You will be an experienced Project Manager with a Railway Signalling delivery experience, within a rail environment – Network Rail, LUL, Crossrail etc. Open to candidates from a Principal Contractor, Client or Consultant background.

Also advantageous to have NEC Contract Experience but if not sound Contract Management knowledge and will be well versed in CDM, Change Management, Risk Management along with strong Project Management skill set - Programme, budget, problem solving, quality management, influencing and negotiation skills.

The Project Manager will have a track record of Signalling (Re-signalling) construction delivery and ideally Project Managed through the design development stages.

You will be a strong communicator & capable of stakeholder managing across a complex matrix environment.

SKILLS

* Project management - the ability to develop, plan and integrate projects to optimise target costs and project benefits.

* Problem solving – identifying problems and reviewing related information to manage the development and evaluation of options and the implementation of solutions. This includes the management and planning of multiple workstreams, considering the competing demands of stakeholders, cost, time and quality.

* Decision quality – identifying the necessary information, managing the gathering and synthesising of that information, facilitating the identification of options and the application of judgement based on logic and reason.

* Clear direction - analysing inputs, assessing data, defining strategies and documenting supporting rationales.

* Influencing and negotiating skills – including internal functions and external supply chain partner

KNOWLEDGE

* Project Management knowledge aligned to the level of APM project Manager

* Understanding of risk identification and management

* Understanding of project schedule management, dependencies and risk assessment.

* Understanding of the complexities of delivering projects with multiple interfaces.

* Degree level qualification or equivalent NVQ in project management, engineering, commercial management or the equivalent experience.

* Knowledge of railway systems and/or telecommunications would be advantageous.

TYPE OF EXPERIENCE

* Experience of managing & Delivering Rail Signalling Projects in a Rail environment.

* Experience of the project lifecycle from design, installation, testing and commissioning – Design and Construction key areas

* Experience of working across functions and disciplines to deliver objectives.

* Experience of managing people directly and in a matrix environment.

* Experience of managing delivery through external contractors and/or suppliers
