Hays are working in partnership with a local council to recruit an experienced Project Manager to support a major Locality Working transformation programme.

This is a high-profile assignment focused on reviewing how City Operations services are delivered to residents across the districts and wards. The successful candidate will play a key role in assessing current operating models, identifying overlaps and inefficiencies, and driving service redesign to create a more joined-up, resident-focused approach across the organisation.

Working closely with a wide range of operational teams and stakeholders, you will lead fact-finding activities, evaluate how services are currently delivered across different functions and divisions, and develop new ways of working that improve collaboration, consistency and service outcomes.

Key Responsibilities

Lead the review of operational service delivery across the districts and wards.
Engage with stakeholders across City Operations and wider Council functions to understand current practices and challenges.
Identify duplication, gaps and opportunities for greater alignment between services.
Develop service blueprints and operating models to support locality-based working.
Map current and future-state processes and recommend improvements.
Gather best practice from other service areas and organisations to inform redesign activity.
Drive and coordinate organisational change initiatives from design through to implementation.
Ensure stakeholders remain aligned and engaged throughout the transformation programme.
Monitor delivery against project objectives, milestones and outcomes.
Essential Experience

Proven experience delivering large-scale transformation, reorganisation or change programmes within a complex organisation.
Strong background in service redesign, operating model development and process improvement.
Experience engaging with multiple stakeholder groups across different business functions.
Demonstrable experience implementing organisational change and embedding new ways of working.
Excellent project management skills with the ability to manage competing priorities and deliver outcomes.
Strong analytical and problem-solving capabilities.
Desirable Experience

Previous experience working within Local Government, Public Sector or large operational environments.
Knowledge of locality-based service delivery models.
Experience reviewing and redesigning resident-facing services.
