Engineer (Highway Projects and Road Safety)

JOB PURPOSE

To lead the development and implementation of the programme of local infrastructure and street lighting projects. Ensure optimal use of limited resources and value for money. Support the Head of the Highways Service and other managers within P&E in delivering the Council and Directorate’s objectives through integrated service planning, community engagement, and flexible use of resources.

PRINCIPAL ACCOUNTABILITIES

1.

Communication and Customer Focus

Support the Service Manager in developing projects that meet user and community needs.

2. Actively seek input from local members, key stakeholders, potential users, and the community

3. Conduct consultations to inform and gather views from the public, accurately reporting these to assist in decision making.

4. Keep the community, businesses, Councillors, media, partners, and stakeholders informed about project progress.

5.

Project Management & Planning

Manage and implement the programme of local infrastructure projects through approved service providers.

6. Prepare briefs, monitor progress and expenditure through regular meetings.

7. Liaise with colleagues across the directorate and Council for efficient and coordinated project delivery.

8. Lead multi-agency project teams and escalate serious issues, recommending appropriate actions.

9. Respond to public inquiries regarding scheme progress and design.

10. Represent the County Council at meetings, including public meetings.

11. Prepare reports for Committees and monitor consultant and contractor performance.

12. Consult and liaise with statutory and local groups for acceptable solutions.

Partnership Working

14. Engage with key partners like District Councils, Department for Transport, Highways Agency, Network Rail, Environment Agency, Local Enterprise Partnership, and Community Groups.

15. Negotiate with stakeholders to secure necessary project inputs.

16. Represent the Service on technical working groups.

Financial, Contract and Risk Management

* Monitor and manage expenditure against project budgets.

* Provide financial information to the Project Manager/Service Manager and Finance Officer.

* Maintain project risk registers and comply with management processes.

* Adhere to Health and Safety legislation and best practices in project planning, design, and delivery.

The Place and Economy directorate has a flexible structure to cope with varying workload pressures, and the post holder may be required to undertake work in support of other offices.

Education, Qualifications & Training

Essential:

HNC in Civil Engineering or Electrical/Electronic Engineering or equivalent.

Completion of full ILP Exterior Lighting Diploma (or similar).

Desirable:

Degree in Civil Engineering or Electrical/Electronic Engineering or equivalent.

Relevant professional membership or working towards membership (e.g., Chartered/Incorporated Engineer).

Knowledge and Experience

Essential:

Experience in the development, planning, design, and implementation of transport infrastructure, street lighting, and related projects.

Experience in finance management (including local government finance).

Experience in local government practices, including dealing with elected officials, the public, and media.

Working knowledge of Health and Safety law and CDM.

Experience managing external consultants and contractors.

Understanding of legislation, practices, programs, and funding arrangements for transport infrastructure projects.

Knowledge and experience of public sector procurement.

Practical experience in dealing and negotiating with consultants, contractors, and other organizations.

Extensive knowledge of technical and contractual requirements for scheme development, implementation, and construction.

Ability to respond in emergencies, analyze situations quickly, and decide on action without senior colleague reference.

Capability to prepare quality reports and represent the Authority at public meetings, including out of hours.

Good negotiation skills and ability to develop effective working relationships with senior staff and external organizations.

Good organizational skills and a flexible approach in planning and promoting work to meet tight deadlines.

Desirable:

* Working knowledge of County Council Standing Orders and Financial Regulations/Practices.

* Working knowledge of various highways, street lighting, electrical installation, and planning legislation, codes of practice.

* Working knowledge of County Council Policies, Planning Framework, and Transport Plan.

Ability to visit offices and sites, where public transport is limited.

Ability to visit and inspect sites with difficult access.

Ability to attend meetings out of hours when necessary
