Senior Programme Manager / Lead Portfolio Manager - Central London (Hybrid working)

Contract - 12 months | Inside IR35

Rates - Negotiable

Are you an experienced Senior Programme Manager or Portfolio Manager with a background in rail infrastructure, rolling stock modification, or digital railway technologies? Our client is seeking a Lead Portfolio Manager (or Senior Programme Manager) to play a pivotal role in delivering the next generation of railway technology across the UK's passenger train fleet programme.

Role Overview

This Senior Programme Manager / Lead Portfolio Manager opportunity sits within a nationally significant programme supporting the deployment of the European Train Control System (ETCS), helping transform the railway into a safer, more efficient, and more resilient transport network. Working at the forefront of digital railway migration, the successful Lead Portfolio Manager will oversee strategic onboard fitment projects that will shape the future of passenger rail operations across Great Britain.

Key Responsibilities

Establish and oversee projects
Implementing ETCS onboard fitment and upgrade programmes across the national passenger fleet.
Working closely with train operating companies, rolling stock owners, government stakeholders and industry partners, you will coordinate technical, commercial and business readiness activities to ensure successful programme delivery.
Ensuring projects are delivered within agreed cost, scope and schedule parameters
Integrating operator readiness plans into delivery activities
Oversee procurement and contracting strategies.
Ensure compliance with governance frameworks and industry standards.
Contribute to developing future industry approaches and governance models that will support large-scale ETCS deployment.Requirements

Essential:

Proven leadership, stakeholder management and influencing skills.
Experience working collaboratively with organisations such as TOCs, ROSCOs, DfT and ORR.
Demonstrable onboard train fitment project management experience.
Experience delivering ETCS, digital railway technology, or rolling stock modification programmes.
Experience planning, monitoring and controlling complex projects.
Knowledge of procurement, assurance processes and project governance.
Degree in a relevant discipline or equivalent experience.
Professional project or programme management qualification (EG: APM PMQ or equivalent experience).
Strong knowledge of Health & Safety legislation, CDM 2015 and Common Safety Method regulations.Desirable:

Project engineering experience.
Knowledge of UK interoperability regulations and vehicle authorisation.
Experience with MSP, MoP or portfolio management methodologies.
Understanding of investment, commercial and procurement regulations.
