Description:
Belmont Recruitment are currently recruiting for an experienced Procurement Officer to join a public sector organisation on an interim basis. This is a full-time role working 37 hours per week (Mon – Fri) on a hybrid basis.
Overview:
This is an excellent opportunity for an experienced procurement professional to support the delivery of compliant procurement activity across a wide range of goods, services and works. The successful candidate will work closely with stakeholders to deliver value for money, manage procurement projects and ensure compliance with current procurement legislation and best practice.
Main Duties:
* Manage end-to-end procurement exercises from initial market engagement through to contract award
* Prepare tender documentation, specifications, evaluation criteria and procurement reports
* Provide procurement advice and guidance to internal stakeholders throughout the procurement lifecycle
* Support contract and supplier management to ensure effective contract performance
* Ensure procurement activity complies with the Procurement Act 2023, Contract Procedure Rules and organisational policies
* Identify opportunities to deliver savings, social value and continuous improvement through procurement activity
* Build and maintain effective relationships with internal stakeholders, suppliers and contractors
* Support the delivery of procurement strategies and collaborative procurement initiatives where required
Essential Criteria:
* Previous experience delivering end-to-end procurement projects within a Local Authority or similar public sector environment
* Strong knowledge of the Procurement Act 2023 and public sector procurement legislation
* Experience using e-procurement systems to manage tender exercises
* Excellent stakeholder management, communication and negotiation skills
* Strong commercial awareness and analytical ability
* Experience of contract and supplier management
* CIPS qualification
