Procurement Manager - DEVEX required for a major offshore wind developer based in England

Responsibilities

Work within the procurement function for the project as a member of the Procurement Team, reporting to the Senior Procurement Manager.
Responsible for providing a comprehensive procurement service in support of project development activities within a major offshore wind farm project.
Identification and selection of suppliers to be invited to submit responses to Calls for Tender (CfT) and Expressions of Interest (EoI).
Managing the negotiation and award of low to mid value contracts for goods and services in consultation with the wider project team in accordance with best-value and approved procedures.
Undertake the procurement of goods and services and associated activities to agreed project and commercial objectives including, but not limited to, the following:
Preparation and issuing of CfT, EoI & Non-Disclosure Agreements;
Leading the evaluation of commercial element of bids and co-ordinating inputs from the wider evaluation team (technical, legal, HSE);
Negotiate commercial terms with preferred suppliers;
Ensuring timely contract awards;
Writing Contract Award Recommendations which will seek approval from the Project Director / Project Board to award contracts.
Proactively implement and develop the procurement plan, identifying all upcoming procurement support requirements during the DEVEX phase.
Contract Management responsibility for the contracts that have been negotiated including:
Seeking internal approval and managing Variation Orders for changes to scopes of work;
Drafting and responding to contractual communications to be issued to contractors;
Processing Payment Applications and managing Value of Work Done;
Maintaining contractual registers.Requirements

Knowledge of and a proven track record in managing procurement activities from identification of requirements through to contract award particularly in the engineering, consenting and survey environment. Preferably with knowledge and experience in the offshore wind market but this is not essential.
Ability to build effective relationships and be a team player at all levels both within the project and with suppliers.
Proven ability to communicate at all levels both written and verbally.
A strong results focus supported by relevant commercial skills and knowledge required to deliver value to the project.
A proven ability to conduct successful commercial negotiations with suppliers.
Knowledge of relevant procurement processes and procedures.
Ability to work under pressure to tight timescales
