Our client is seeking a Procurement Manager to lead the process for procuring contracts for stakeholders, evaluate and monitor existing contracts, develop and lead on the procurement strategy, ensuring value for money is achieved and comply with Group Procurement Policy. The role is a FTC until January 2027. My client is looking for someone who can hit the ground running; therefore, candidates need experience in the Public Sector or Social Housing.
Job Description for the Procurement Manager:
As the Procurement Manager, you will manage the Procurement function, procuring and implementing contracts, including the day-to-day project management utilising our e-procurement software (Intend). This includes the sourcing and negotiation of terms with suppliers
Work collaboratively as part of the Procurement Team as a supportive business partner to assigned business functions
As the Procurement Manager, you will prepare tender documents which meet the requirements of the stakeholders. This includes the production of contract documents. Also ensuring KPI’s are captured to monitor performance
To lead on procurement strategy and policy, ensuring it’s embedded in the organisation.
As the Procurement Manager, you will be responsible for making recommendations and evaluating tender options. Work with stakeholders to evaluate the procurement options available, including the use of approved frameworks or tailored solutions specific to unique circumstances. Identifying potential suppliers, evaluating their capabilities, and selecting the ones that best meet the company's needs in terms of quality, cost, and reliability (including delivering tenders above the Public Contracts Regulations and the use of Frameworks/DPS etc)
Maintain relationships with key stakeholders and partners including suppliers, contractors, solicitors, other sector specialists, and customers
Ensure that the procurement service meets all legal, regulatory, governance requirements and any reporting required
As Procurement Manager, you will be responsible for reporting on procurement spend and efficiencies achieved for contracts awarded
To manage and lead the procurement Team
Lead on ensuring contracts are authorised, and the details are loaded into our software (Intend). Also ensuring all supplier details are kept up to date and monitored on our Procurement management Software
Training of non-Procurement colleagues to ensure they can carry out procurement exercises and tenders where appropriate
Lead on procurement risk management. Identifying and mitigating potential risks related to procurement, such as supply chain disruptions, geopolitical factors, or regulatory changes
To lead on system development and reviewing processes to facilitate better ways of working
Ensure environmental sustainability is at the heart of the decision-making process Candidate Requirements for the Procurement Manager:
CIPS Qualification an advantage
Comprehensive knowledge and experience of Public Contract Regulation 2015.
Experience working in the Social Housing sector is essential
Experience of using e-procurement platforms to manage tendering activity
Proven experience in drawing up contracts
Project management experience
Strong leadership skills
Demonstrate both financial and commercial acumen
Ability to manage changing priorities
Excellent communication skills with the ability to build strong working relationships and be an effective Business Partner with internal and external stakeholders
Strong financial skills with the ability to analyse complex financial data is an advantage
Ability to work on their own initiative
Able to work collaboratively across the organisation This role is commutable from: Newcastle under Lyme, Stoke on Trent, Keele, Congleton,
Stone, Uttoxeter, Cheadle, Stafford, Crewe, Nantwich, Leek and surrounding areas
This role would suit candidates with the following experience: Purchasing Manager, Procurement Manager, Procurement Lead, Purchasing Lead or similar
