Initial 6-month contract

Are you an experienced Private Sector Housing Enforcement Officer looking for your next Private Sector Housing contract?

I'm working with a Local Authority in the South East that's looking to appoint an experienced Private Sector Housing professional to join their Private Sector Housing Enforcement Team on an initial 6-month contract.

This is a predominantly enforcement-led position, ideal for someone who is confident managing complex cases from initial inspection through to formal enforcement action. The council operates a hybrid working arrangement, with 2-3 days per week on site required.

Your responsibilities will include:

Carrying out HHSRS inspections and investigating housing conditions within the private rented sector.
Assessing Category 1 and Category 2 hazards in line with the Housing Health and Safety Rating System (HHSRS).
Investigating complaints relating to poor housing standards, disrepair and potential breaches of housing legislation.
Preparing and serving statutory notices under the Housing Act 2004.
Drafting, issuing and progressing Civil Penalty Notices (CPNs).
Producing detailed inspection reports, evidence bundles and case files to support enforcement action.
Working closely with landlords, tenants, legal services and partner agencies to achieve compliance.
Representing the council at First-tier Tribunal hearings and supporting enforcement cases through the tribunal process.

The ideal candidate will have:

Previous Local Authority experience within Private Sector Housing.
Strong knowledge of HHSRS, including assessing Category 1 and Category 2 hazards.
Experience taking formal enforcement action under the Housing Act 2004.
A proven track record of issuing Civil Penalty Notices.
The ability to manage an enforcement caseload independently and confidently represent cases at tribunal.This is an excellent opportunity for an experienced Private Sector Housing Enforcement Officer to join a busy and supportive Local Authority, working on complex enforcement cases while benefiting from a competitive rate and flexible hybrid working.
