Class 3 Surveyor required to work on high risk buildings

Main Purpose

To assist the Head of Building Control in the management of the Building Control Departments administrative processing, plan checking and technical site works in respect to large projects within the borough. Ensuring a high quality, cost effective, customer focussed service which meets the Council’s statutory responsibilities and contributes to the Council’s Community Plan. To assist the Head of Building Control in respect of all professional matters which are the responsibility of Building Control.

To provide adequate support and assistance to the overall management of planning and development, including professional input to the corporate planning, management and decision making processes and representing the borough in matters relating to Building Control to stakeholders and partners outside of the Council.

Ensure in conjunction with the Head of Building Control that the service provided is sustainable through the successful marketing and promotion of the service to maximise income in completion with private sector providers.

To monitor and oversee the performance of the professional Building Control staff to maximise output and improve efficiency. Or

Manage the structural engineer and the team of administration staff to ensure a quality support to the professional team and undertake monthly audit systems to monitor current outputs and improvements that can be introduced.Principal Accountabilities

1. To manage and supervise the Building Control Technical Team, ensuring that works complies with the Building Regulations and Building Acts with other associated legislation and all Standing Orders, Authorities policies, departmental instructions and statutory requirements.

2. Contribute to the development and implementation of service delivery, marketing and quality initiatives, and promote the Authority’s Building Control service during normal contact with buildingprofessionals.

3. Assist the Head of Building Control to develop and implement the framework of the business unit to ensure continuous improvement, enhancing competitiveness, quality of output and costeffectiveness.

4. Provide high level advice to, and as required negotiate with the public, officers of the authority, builders, architects, engineers, external consultants and other bodies on all aspects of buildingcontrol.

5. Assist in the development of appropriate fees and charges structures, processes to ensure a sustainable and competitive service, ensuring that large scale developments are fullycosted.

6. Assist the Head of Building Control on the financial functions of theservice.

7. Work with and report on matters relating to the activities in other sections including Development Management, Regulatory Services, Environmental Health and participate in cross service working and partnerships as agreed and directed by the Building Control manager.

8. To assist and prepare advice in respect of briefing information and reports to appropriate

individuals and bodies at all levels of the Council’s governance arrangements and to external organisations as required.

1. Assist in, and as appropriate lead on, the investigation of and response to allegations, complaints and queries from Councillors, MP’s and others with legitimate interest in the service.

Qualifications

Q1

Degree or HNC in building, building surveying, civil or structural engineering and significant relevant post qualification experience, or able to demonstrate a comparable level of knowledge and skills obtained through relevant experience.

Q2

Appropriate professional qualifications (MRICS, MBEng, MICE, MIStructE, CBuildE).

Key Knowledge

K1

Knowledge and ability to provide expert advice and assistance on all building control applications and enforcement, including knowledge of relevant legislation, including the Building Act 1984, the London Building Acts and Building Regulations.

K2

Detailed knowledge of all of the following areas:

* Building construction, including reinforced concrete, structural steel/timerwork

* Structural engineering, including ability to check and comment on structural calculations.

* Fire safety and means of escape in buildings, including appropriate standards and codes ofpractice.

* Supervision of building work onsite

Dangerous structures, including appropriate remedial action to makesafe
