Location: Remote with occasional travel (maybe one day every 2-3 months) for workshops
Employment Type: 3 month rolling contract
Sector: Public Sector / Government Digital Services

Rate: £515 per day Inside IR35

Clearance: Active SC Clearance or SC Eligible

Overview

We are seeking an experienced Senior Performance Analyst with a strong background supporting HMRC and wider public sector organisations. The successful candidate will play a key role in measuring service performance, delivering actionable insights, and driving continuous improvement across digital services and transformation programmes.

This role requires expertise in performance measurement frameworks, analytics strategy, stakeholder engagement, and digital service optimisation, alongside hands-on experience with Google Analytics 4 (GA4) and associated analytics tooling.

Key Responsibilities

Develop and implement performance measurement frameworks aligned with Government Digital Service (GDS) standards.
Define and monitor KPIs, success measures, and performance indicators across digital services.
Analyse user behaviour, service performance, and operational outcomes to identify opportunities for improvement.
Provide actionable insights to Product Managers, Delivery Managers, Service Owners, and senior stakeholders.
Support digital transformation initiatives through data-driven decision making and evidence-based recommendations.
Prepare analytical evidence for service assessments and governance reviews.
Design, build, and maintain dashboards and reporting solutions to communicate performance effectively.
Lead performance analysis activities across complex programmes and services.
Ensure analytics best practices, governance, and data quality standards are maintained.
Collaborate with multidisciplinary teams to optimise user journeys, increase service adoption, and improve citizen outcomes.Required Experience

HMRC & Public Sector Experience

Extensive experience working as a Performance Analyst within HMRC or central government environments.
Strong understanding of public sector digital services and GDS methodologies.
Proven track record of supporting service improvement and digital transformation programmes.
Experience translating complex datasets into meaningful business insights.
Demonstrated ability to influence senior stakeholders through data and evidence.Google Analytics & Digital Analytics

Administration and management of Google Analytics 4 (GA4) properties and measurement strategies.
Configuration and governance of Google Tag Manager (GTM).
Event tracking, conversion tracking, and data layer implementation.
User journey analysis, behavioural analytics, and funnel optimisation.
Dashboard development and reporting for business and technical audiences.
Data quality assessment, analytics governance, and performance reporting.
Experience leveraging analytics to improve service adoption, user engagement, and conversion outcomes.
