The People Analytics and Insight (PAI) Directorate was established in late 2019 as part of HR within HMRC. The Mission of the Directorate is to ‘To positively influence the engagement and effectiveness of our colleagues, by empowering HMRC to unlock the value of people information & insight, via our expert products & services’. 

HMRC is a significant employer, with 65,000 staff, and therefore people analytics plays an important part in driving change and shaping the future of the workforce. The team was formed specifically to bring a different way of operating to HR, to facilitate a data and evidence driven approach, leading to improved decision making and outcomes. 

Job description

This is an exciting time to join PAI where you will collaborate with a dedicated group of professionals focused on delivering actionable insights on high-profile themes impacting the workforce at HMRC. 

The role sits in the Customer Delivery team within PAI. This team is responsible for carrying out both quantitative and qualitative analysis and insight on HMRC people data. Activity includes, modelling, forecasting, optimisation, research, survey design and implementation and focus groups. 

As a people analytics and insights officer you will have the opportunity to work on quantitative analysis projects. You will be involved in critical project work influencing key organisation decisions such as “What are the key drivers of Employee Engagement?”, “How will diversity representation rates change over time?”, “How many employees will leave HMRC each year and what impact will this have?”, “What workforce capacity will be available during periods of high demand?”.

Key Responsibilities  

Work with a project lead to understand user and business needs, and design analytical solutions that are aligned with service vision and business strategy.

Take personal responsibility for delivering a variety of research and analytical projects to an agreed schedule, ensuring business needs are met.

Synthesise data from a wide range of sources, using storytelling techniques to present a coherent narrative which drives action within our business groups.

Work in an agile way to define, build and deliver analytical projects.

Validation and interpretation of data to ensure the data is fit for purpose, and any data quality issues are raised and resolved.

Create informative and visually appealing outputs to communicate data-driven insights to stakeholders.

Effectively communicate data findings and insights to both technical and non-technical stakeholders, ensuring a clear understanding of the implications to the business.

Collaborate effectively on projects within diverse and multidisciplinary teams, fostering an innovative environment to achieve shared goals.

Person specification

We are looking for someone with experience in designing and delivering analytical and insight projects. They will be patient, level-headed, and able to deliver at a fast pace. The ideal candidate can take the initiative and work independently when required, while also possessing a collaborative approach and a keen willingness to work with others to achieve progress against shared objectives. 

Essential Criteria 

Proficient in statistical software packages such as R Studio and SPSS and strong Excel skills.

Excellent time management skills being able to set and clearly communicate own priorities, objectives and timescales.

Strong attention to detail to ensure outputs meet quality standards.

Ability to share analysis in a clear and simple manner to expert and non-expert audiences.

Familiarity with data storytelling principles to develop a coherent and engaging narrative from a range of data sources.

Degree level / equivalent qualification in a numerate/related subject or recent proven experience working in an analytical environment. 

Experience of two or more of the following techniques:

Manipulating large datasets.

Predictive analytics.

Segmentation analysis.

Hypothesis Testing.

Statistical Data modelling.

Optimisation.

Simulation.

Machine learning
