We are seeking a Monitoring and Evaluation Manager to lead the development and implementation of a robust regional monitoring and evaluation framework across the Transport Investment Programme. This role is central to ensuring that delivery performance, outcomes and impacts are clearly understood, effectively reported and continuously improved.

Working closely with senior leadership, including the Director of Transport and the Head of Transport Investment, you will play a key role in embedding best practice evaluation across the organisation.

Key Responsibilities

Establish and lead a regional monitoring and evaluation programme for transport investment, working collaboratively with EMCCA teams and constituent authorities
Develop and implement frameworks for outputs and outcomes, ensuring alignment with mayoral priorities and funding requirements
Ensure monitoring and evaluation approaches meet external obligations, including those set by the Department for Transport
Deliver regular performance reporting, including quarterly monitoring and evaluation updates in line with funding requirements
Provide clear, high-quality reports and insights to support corporate programme monitoring and decision-making
Embed monitoring and evaluation principles at the earliest stages of scheme development, ensuring all projects have robust evaluation frameworks
Work closely with data and analytical teams to develop and maintain a strong evidence base for evaluation
Support programme teams in designing and applying effective evaluation methodologies, including both quantitative and qualitative approaches
Advise on data collection, analysis and interpretation, ensuring findings are translated into actionable insights and policy recommendations
Act as an intelligent client when working with consultants and external specialists, ensuring high-quality outputs aligned with organisational needs
Represent EMCCA at external forums and consultations, providing expert input on monitoring and evaluation practices
Build collaborative relationships with neighbouring authorities and partners to support cross-boundary evaluation and learningLeadership Responsibilities

We are seeking an experienced monitoring and evaluation professional with strong analytical capability and a clear understanding of transport programmes and public sector delivery. Essential Skills and Experience:

Demonstrable experience developing and delivering monitoring and evaluation frameworks within a transport or infrastructure context
Strong knowledge of evaluation methodologies and social research principles
Familiarity with government evaluation guidance, including the Magenta Book
Experience designing and implementing performance measurement frameworks at project and programme level
Ability to communicate complex analytical information clearly to a range of audiences
Strong organisational and prioritisation skills, with the ability to manage multiple streams of work
Experience working collaboratively across multi-agency environments
High levels of personal and professional credibility, integrity and accountabilityDesirable:

Experience working within a political or public sector governance environment
Experience promoting inclusive, collaborative and high-performing team cultures
Understanding of data analysis techniques and evidence-based policy makingQualifications

Degree (or equivalent experience) in a relevant discipline
Evidence of continued professional development
