Migrant Employment Lead (Interim Manager)

Budget responsibility:
To oversee the budget planning and monitoring of spending for the migrant employment provision and qualifications conversion across Oxfordshire
Responsible for: 16-19 Careers Co-ordinator

The purpose of the job is to work as a member of the Children, Education and Families (CEF) team where you will be responsible for developing, leading and managing employment and qualifications conversion support to an increasing number of newly arrived migrants for whom limited English hinders integration.

Funding supports working with Ukrainian/Afghan/Hong Kong (BNO) residents across the county of Oxfordshire.
The postholder will work within the Migrant Education, Employment and Adult Skills team, and also, for the Oxfordshire Migration Partnership. The role is integral to the Migrant Employment Framework that supports newly arrived migrants into work for education. A major focus will be on 16-19-year-olds in a co-ordinated approach that links school EAL to adult ESOL.

Job Responsibilities
* Work with a wide range of data sets including local and government sources
* Work with known Oxfordshire organisations who have ongoing established information on EAL/ESOL, (University of Oxford and the Migration Centre) and organisations with up-to-date project data
* Develop a package of support for migrants to enable them to access meaningful employment opportunities, matching individuals' locations, skills, circumstances, mental and other health barriers, and aspirations with the needs of Oxfordshire employers
* Monitor the Contracts and Service Level Agreements with Aspire and EMBS, challenging where necessary and preparing reports for actin/dissemination
* Line manage the work of the 16-19 Careers Coordinator and Migrant Work Experience and Volunteer Coordinator
* Attend Migrant Employment Cell, council, regional and national meetings as appropriate
* Work with recruiters including DWP, New Recruits, Hire to Inspire (H2i) etc to support guests into work which match their skills, experience, qualifications and level of spoken and written English
* Oversee 16-19-year-olds in a co-ordinated approach that links school EAL to adult ESOL ensuring ESOL, Academic and Careers advice is efficiently designed, monitored and reported on working in close collaboration with colleagues, District Councils and those with whom the team has contracts and on-going projects, such as University of Oxford, Adviza and Aspire
* Develop an In-Work Support package to ensure migrants work towards and achieve the best possible match to their level of employment they enjoyed in their home country
* Support the appointment of workplace champions and the design and implementation of a workplace mentoring programme
* To support an employers' 'Buddy' scheme to develop and implement support policies and practices for migrant employment
* Work with DWP and other providers to identify and signpost appropriate training and conversion courses
* To support the establishment of Mentor programmes for migrant employees, where appropriate
* To lead the development of migrant employment programmes and qualifications conversion support across Oxfordshire including On-Line Learning, Face to Face support in venues across Oxfordshire including the development of local libraries as Learning Hubs
* To support and use Social Media to communicate with migrant groups, supporting the development and implementation of a new website specifically to address the needs of migrants
* To strategically work in key partnerships across all 5 districts of Oxfordshire to meet the demand of migrant employment programmes and qualifications conversion support through a package of bespoke programmes, courses, events and resources
* Work closely with the Media and Comms Administrator to ensure copy is produced for the OCC website relating to Employment support for new arrivals in home languages including legislation, other guidance and support ensuring condensed, accurate and effective content
* Ensure full compliance regarding council processes
* Any other duties as may be deemed necessary to carry out the full remit of the role.
