Job Title: Interim M&E Compliance Lead
Location: Somerset, Hybrid working
Duration: 6-months ongoing
Salary/Rate: Inside IR35 - £41.92 per hour (Negotiable)
Spencer Clarke Group's client, a local authority in Somerset, is seeking an Interim M&E Compliance Lead. This role will involve leading compliance across the Technical Service for gas, electrical, lifts, and legionella, ensuring resident safety.
Key Responsibilities
Lead responsibility and act as the technical expert for gas, electrical, lifts, and legionella compliance, ensuring resident safety.
Oversee the repair, continuity, improvement, and maintenance of all building services for blocks of flats.
Manage the installation and servicing of domestic heating and hot water systems, and lead innovative transitions to new forms of heat and energy generation.
Lead teams to deliver all building and compliance services, meeting outcomes required in Housing Investment Plans, and adhering to legal/regulatory standards.
Develop and implement delivery strategies and plans, commission services and contracts with partners, suppliers, and council departments, managing change to meet new service requirements.
Serve as the technical consultant lead for gas, electrical, legionella, and lift compliance, driving compliance and safety across the service, and ensuring accurate reporting through governance pathways.
Provide confident leadership and clear management of significant and complex high-risk projects and/or programmes.
Essential Criteria
Qualification to degree level in a technical professional or management discipline, with suitable complementary skills and experience to cover the breadth and depth of the role.
Demonstrable record of delivering cost-effective, high-quality compliance and building services in the public sector housing or housing association sector.
Deep understanding of the needs of tenants and leaseholders, and how refurbishment and improvement works impact their comfort and security.
Clear understanding of compliance and building regulations, and how to drive compliance across a large, complex service, particularly in gas, electrical, legionella, and lift safety for residential buildings.
Ability to manage third-party suppliers/contractors effectively to fully deliver their obligations, using highly developed communication, negotiation, and challenge skills.
