Location: Reading
Contract: 12 months (inside IR35)
Working Type: Hybrid (2 days onsite per week)
Our client is seeking an experienced Learning and Development Manager (P3M) to play a pivotal role in enhancing professional growth, learning frameworks, and career pathways across a dynamic and evolving function.
Job Overview
As a Learning and Development Manager, you will lead the design and delivery of key people development workstreams, including professional development, learning and training, and future careers. You'll work closely with internal stakeholders and external industry bodies to ensure best practice, while helping to build a highly skilled, future-ready workforce.
You will design and implement competency frameworks, develop mentoring and coaching opportunities, and expand access to professional memberships. You'll also oversee the development of structured career pathways, including graduate, apprenticeship, and trainee schemes, ensuring they offer engaging and meaningful experiences.
Additionally, you will create and maintain a comprehensive learning and training framework, providing access to development opportunities such as courses and conferences. Working with stakeholders across the organisation, you will identify capability needs, prioritise initiatives, and plan future workforce requirements.
About You
Proven experience in people development, learning, or talent management within a P3M or similar environment
Strong stakeholder management and collaboration skills
Experience designing competency frameworks, career pathways, or training programmes
Ability to lead, coach and develop teams
Experience working with professional bodies or industry partners
Knowledge of project, programme, and portfolio management methodologies
Experience supporting early careers programmes
Must be eligible for SC clearance
