We have an exciting opportunity for a Head of Finance to join Northamptonshire Police Fire and Rescue. They are currently looking for a Joint Head of Finance to work at their offices in Wellingborough.

This role is temporary initially for 6 months with a view of being extended thereafter.

PLEASE NOTE DUE TO THE POLICE VETTING AND SECURITY CLEARANCE CRITERIA YOU MUST HAVE RESIDED WITHIN THE UK CONTINUOUSLY FOR AT LEAST 5 YEARS AT THE TIME OF APPLICATION. PLEASE NOTE YOU WILL NOT BE CONSIDERED IF YOU HAVE NOT MET THIS CRITERIA.

PURPOSE OF THE JOB:

To report to the Chief Finance Officer (CC).

To be responsible for managing the finance, accountancy and payroll functions across the Policing and Fire portfolio.

To provide line management responsibility for the senior managers across the department as directed by the CC CFO.

To provide high-level financial advice to Chief Officers and Senior Managers in relation to financial strategy and management, investment decisions, prudential code issues and best financial and procurement practice. To lead the Finance Department in support of delivering the Force's vision.

To manage and coordinate the work of the department and promote continual change in response to best practice and challenges facing the Force.

MAIN RESPONSIBILITIES:

To direct the programme of work required to close the annual accounts and capital programme in accordance with the Statutory Financial Regulations for the Chief Constable, OPFCC and Fire Service.
To maintain, review and enhance the financial management and internal controls of the Force to ensure financial governance, proper use of public funds and the management of risk.
To support the development of the Medium Term Financial Plan (MTFP) and financial strategies in order to inform effective decision making by the Force and the OPFCC in a VFM context.
Ensure the technical quality, accuracy and efficiency of the Force's finance and payroll information service and be responsible for its development.
Ensure that changes to legislation and accountancy best practice are taken into consideration and implemented where appropriate.
To ensure compliance with financial standards and protocols for Treasury Management, financial planning, budgeting and accounting.
To advise and work with the Chief Finance Officers on corporate financial issues, treasury management and investment strategies, and external And internal audit matters.
To ensure the accurate return of statutory government and legal returns.
To ensure that appropriate and effective performance monitoring is in place in relation to the provision of management information for both finance and procurement.
To co-ordinate and produce the detailed revenue budgets and overview of the capital programme.
To actively support and lead on workstreams relating to the future of enabling services functions across Policing and Fire.
To plan, direct and coordinate the programme of work required to produce the annual budget and capital programme to facilitate organisational objectives.
Lead on and contribute to corporate projects as required and to undertake any other responsible duties, including help and cover, considered by the Chief Finance Officer to be within the scope of the post.ESSENTIAL CRITERIA

Qualified CCAB accountant.
Substantial post qualification experience commensurate to the level of this post.
Experience of accounting and budgeting within a large organisation commensurate to the level of this post.
Ability to contribute to the development of financial strategy.
Experience of effectively managing and motivating staff and working as a team member.
Experience of using large computer based accounting systems and spreadsheets.
Capable of working to tight deadlines whilst maintaining quality.
Able to demonstrate a flexible and innovative approach to work.
Excellent inter-personal, communication and negotiation skills.
Excellent presentation skills.
Capable of working with minimum supervision.
Able to demonstrate an appropriate level of awareness of equality issues.
