We are currently looking to employ Interim Head of Housing Property Services to be responsible for Housing Property Service, ensuring that the service has a strategic focus, consistently meets its business plan and financial objectives and targets and places excellent customer service at the heart of its delivery.

You will also be charge of the delivery of the Housing Reactive Repairs and Planned Maintenance work programme to the Housing Stock as delivered by Housing Direct Services and Corporate Property Services

Hybrid role working Monday to Friday.

Duties:

Lead, plan, co-ordinate and secure the effective delivery of all capital, planned and cyclical works in accordance with agreed priorities.
Provide effective, leadership, management and direction for all staff within the service ensuring compliance with the Contracts Procedure Rules, Standing Orders, Procurement and Financial Regulations.
Ensure effective reporting, monitoring and review mechanisms are in place and that procedures and projects are well developed, prioritised, managed and evaluated.
Ensure the effective delivery of in house services, having overall responsibility for work practices, systems, processes, procedures, team development and quality of service.
Ensure the effective delivery of all arrangements for external contractors both corporate and housing, including procurement processes, leasehold consultation requirements and tenant / client engagement.
To be responsible for allocated budgets, financial monitoring, the control of income and expenditure, reconciling job costing information and invoicing / recharging customers.
Overall responsibility for data accuracy, effective job handling, system control and integrity and ensuring robust audit control arrangements are in place including pre and post inspections and data analysis.
Develop and sustain a culture of delivering high quality services with a right first time ethos.
Actively ensure the effectiveness of tenant and customer involvement in the service and be accountable to tenants and customers for service development and delivery.
Ensure customer service is routinely tested and translated into sustainable improvements.
Provision of a cost effective building design/project management/r and planned maintenance service to ensure that schemes are completed within financial and time targets.

Requirements:

MRICS or CIOB Chartered Building Surveyor, Registered Architect.
Knowledge of up to date relevant legislation and regulatory requirements pertinent to the operation of a Building Maintenance Service
Experience at senior management level within the construction sector
Demonstrable management experience of both Professional teams and Trade teams over multiple disciplines covering both Internal and external works providing staff with supervision and direction..
Experience of corporate processes in local government.
Proven experience of project management.
Experience of managing resources and multiple budgets including either a trading account or commercially viable construction operation.
Demonstrable knowledge and understanding of legislation relevant to this post e.g. H & S at Work, CDM, Party Wall Act etc.
Demonstrate an understanding of the principles of Risk Management
