Job Title: Interim Capital Programme Accountant
Rate: £600 - £700 per day
Type: Interim, Full Time
Location: Manchester (Hybrid Working)

Interim Capital Programme Accountant opportunity for a progressive Local Authority in Greater Manchester on an initial 6-month assignment.

Working closely with the senior management team the Interim Capital Programme Accountant will take a lead role in managing the Council's capital programme and treasury management activities. You will provide strategic financial advice, technical accounting expertise, and support the delivery of the Council's long-term financial strategy.

Key responsibilities of the role:

Lead and coordinate the Council's capital programme, including planning, monitoring, and reporting
Lead Treasury Management activities and ensure compliance with relevant legislation and best practice
Provide technical accounting expertise across capital financing, asset accounting, and statutory reporting
Lead capital programme planning as part of the Medium-Term Financial Strategy (MTFS)
Oversee capital year-end closedown processes and support the production of the Statement of Accounts
Ensure compliance with the CIPFA Prudential Code, Treasury Management Code, IFRS requirements, and audit standards
Develop strong working relationships with senior managers, auditors, and external stakeholders
Provide strategic financial advice and challenge to support informed decision-making

Essential experience:

Qualified accountant (CCAB/CIMA or equivalent) or qualified by significant experience
Extensive Capital experience ideally in Local Authority or the NHS
Strong knowledge of Capital Accounting, Treasury Management, and statutory reporting requirements
Experience of leading capital programmes and capital financing activities
Excellent understanding of CIPFA Codes, IFRS, and local authority accounting requirements
Experience coordinating year-end processes and supporting external audits
Strong stakeholder management and communication skills
