Description:
Our Client are a leading Utilities business with a dedicated team delivering safe, reliable and economic multi-utility supplies and services (electricity, clean water, waste water collection and treatment, natural gas transmission and telecoms). Owing to a planned retirement within the team, they are now seeking an experienced Health & Safety Officer to join as they progress a major capital modernisation programme.
Reporting to the Head of Health and Safety the Health and Safety Officer will:
* Act as Health and Safety Policy champion
* Promote a positive health & safety culture and continually look for opportunities to improve
* Work collaboratively alongside other Policy area champions towards the development and implementation of a Safety Management System suitable for the needs of a multi utility and diverse workforce
* Work to achieve Health and Safety Policy objectives
* Ensure that safety related documentation, procedures and guidance are maintained up to date and in compliance with relevant regulatory requirements and standards
* Promote, champion and work towards the implementation of a behavioural safety culture across all of the organisation
* Work towards the implementation of a common safe systems of work across all of the organisation
* Carry out Health and Safety audits
* As champion attend and participate in health and safety committees/council meetings
* Working collaboratively with the Head of Health and safety, review of complex RAMS documentation and advise as required
* Assist with high-level managerial H&S inspections/tours
* Working collaboratively, undertake and complete a review of fire risk assessments for critical and complex assets
* Act as a point of contact with regard health and safety issues
* Achieve set objectives effectively within specified timescales
* Working collaboratively with the Heads of business functions (water, wastewater, generation, power systems etc.), vetting of contractors and suppliers to ensure services proposed/provided are inkeeping with required standards and expectations
* Monitoring of contractor performance
* Working collaboratively with the Head of Health and Safety, implement site fire / emergency tests / exercises and procedural updates
* Undertake site audits to ensure that systems and procedures are being maintained
* Inspect/review site security arrangements
* Working collaboratively with the Head of Health and safety, establish Health and Safety inspection regimes and written procedures
* Working collaboratively with the Head of Health and safety, develop and maintain good working relationships with relevant government bodies i.e. HSWI, Emergency Services and other key stakeholders
* 'Walk the Talk', promoting good Health and Safety behaviour throughout the organisation
* Monitoring accident/incident investigation procedures, follow-up actions and hazard identification methods
* Working collaboratively with the Head of Health and safety, development and delivery of Health and Safety training material, presentations and toolbox talks to staff, contractors & third parties
The ideal candidate for the role of Health and Safety Officer have:
- At least 2 years' experience in a Health and Safety role
- Demonstrable interest in engineering
- Basic Utilities experience
- 5 GCSE's at grade C or above to include mathematics, English and physics/science
- Diploma in Health and Safety Management
- Full, clean driving licence
- Basic construction and change management experience
- Experience of working collaboratively in a team, environment
- Experienced in carrying out audits, covering a wide range of health and safety issues
- Experience of risk assessments and implementation of practicable risk control measures
- Experienced in the development and review of procedures /guidance material
- Fire safety expertise, including completion of fire risk assessments
- Understanding of health and safety management standards18001, 45001 & UK HSE's HSG 65
- Familiar with accident, incident and near miss and root cause analysis / investigation
- Direct experience of dealing with the HSWI
- Awareness of, and compliance with, relevant health & safety legislation, best practice and & UK industry standards
- Knowledge of relevant IOM and UK Health and safety legislation as applicable to the organisation's activities
- Excellent planning and organisational skills with the ability to meet deadlines
- Computer literate particularly with the use of Microsoft Office Suite applications
- Ability to work collaboratively to solve challenging/complex health and safety related issues
- Capable of engaging, communicating and influencing across all levels of an organisation
