Location: Ely, Cambridgeshire (CB7 4EE)

Salary: £39,186 - £44,428 PA, Plus Benefits Package

Job Type: Full - Time OR Part - Time, Permanent

Hours: Monday to Thursday, 8:45 am – 5:00 pm (Fridays finish at 4:30 pm)

The successful applicant will be part of our small dynamic Democratic Services Team and have a fantastic opportunity to provide support, guidance, and advice to Councillors, various Committees, and other decision-making bodies.

Health and Safety Advisor – The Role:

East Cambridgeshire District Council has an exciting opportunity for an enthusiastic individual to come and work as a Health & Safety Advisor. The selected candidate will be responsible for internal Health and Safety in the Council’s buildings as well as being jointly responsible for planning responses to major incidents such as adverse weather. The work will be interesting, diverse, stimulating and rewarding, as you will be expected to undertake specific health and safety projects and civil contingency issues that fall within the council’s remit.

Health and Safety Advisor – Key Responsibilities:

- Develop and maintain contingency plans reflecting legislative requirements and best practices

- Ensure services have appropriate emergency planning and business continuity arrangements

- Foster collaborative relationships with agencies for joint planning and governance

- Provide support and training for staff involved in emergency planning and business continuity

- Advise on legislative changes and best practices

- Lead incident management efforts effectively

- Promote resilience within communities and maintain warning systems

- Represent ECDC at multi-agency meetings

- Develop and deliver effective training programs

- Audit compliance with Civil Contingencies Act duties

- Contribute to risk management as part of the Council’s Risk Management Group

Health and Safety Advisor – You:

Essential:

- Graduate level educated or equivalent with a minimum of five years’ experience as a professional in health and safety, emergency planning, business continuity or a similar related field

- Chartered Membership of IOSH (CMIOSH) or working towards (current Tech or Grad IOSH)

- Experience in completing health and safety management audits against HSG65 / OHSAS 18001 and implementing action plans to meet audit findings

- Demonstrable knowledge and experience of emergency planning and business continuity (minimum 2 years)

- Recent proven experience of working in a health and safety / emergency planning role at a similar level and bringing about cultural change within an organisation

- Clear understanding and experience of the responsibilities within which a local authority must operate to deliver the role including statutory requirements

- Experience in delivering training, coaching and mentoring to develop health and safety / emergency planning knowledge and expertise

- Experience of successfully managing projects

- Experience of communicating with stakeholders at various levels within an organisation

- An ability to work under pressure, prioritise conflicting demands and meet strict deadlines

- Excellent interpersonal skills including a professional approach and manner and ability to use tact and diplomacy to influence people at all levels of the organisation

- Excellent organisational skills and high level of attention to detail and accuracy
