The successful candidate will have overall responsibility for Quality, Compliance and Regulation to embed quality across the Division, and drive a strong quality improvement mind-set across a complex sphere of influence with multiple stakeholders, including regulatory bodies.

“Quality, People and Commercials” are our focus here within the Adults and Specialist Services Division.

Key Responsibilities and Accountabilities:

Quality:

·To lead on the creation and delivery of the quality strategy for the Division through the design of a quality management system incorporating quality planning, quality assurance, quality control and quality improvement.
·To have oversight of the quality team across all planning, assurance and Continuing Quality Improvement functions.
·To ensure the delivery of high quality, continuously improving, compassionate care
·To ensure systems are in place to support and improve safety including promoting an open culture of reporting and learning from incidents and ensuring the Division’s practices are in line with national and international best practice.
·Ensure systems are in place to identify, measure and evaluate the opinions and outcomes for service users, carers and their families.
·Ensure a framework is in place to enable the Division to monitor improvements in safety, effectiveness and experience and make decisions based on the assurances in place
·To support the Senior Leadership team in its quality thinking, and in their role leading in an improvement-focused organisation and system. This will involve coaching, guiding and formal teaching
·To build relationships across the Division in order to support the embedding of a culture of continuous improvement, and tackle barriers to change. This will involve work to inspire and engage all the relevant stakeholders, build capability and capacity at all levels of the workforce (and beyond the workforce), develop ways to embed improvement into routine team and individual practice/behaviours.
·To lead on internal quality assurance work, to be able to demonstrate the provision of high-quality care that meets best practice and regulatory requirements. This will involve oversight of all assurance activities, including audit, service user feedback, internal inspection, regulatory compliance, walkarounds, accreditation processes and compliance with relevant guidance. 
·To lead on quality reporting for the Division. Building on the foundations of current systems of reporting through the KPI and DYLOS systems and Operation Orderly ensure the digital social care project integrates the division’s quality agenda and framework.
·Support best practice in record keeping and access to the digital storage of service records and ensuring services abide by GDPR principles in information management and sharing.

People:

Maintain high visibility across the Division, consistently supporting our principles, modelling our values and championing the quality strategy
Support strong staff engagement through open communication, constructive feedback and by building effective relationships with colleagues at all levels
Manages, motivates and inspires colleagues, acting as a role model for the Division
Provides clear leadership, devolved through the Division within an explicit framework of authority, responsibility and accountability
Actively supports our high standards, promoting the development of individuals, the team and the Division through high standards of people management

Commercials:

Delivering value by ensuring efficiency and productivity by the team, including robust management of all resources.

Contribute to improving value and maintain sustainability whilst maximising the efficient use of available resources with the wider SLT across the Division.

Accountable for financial planning and budgetary control in area of responsibility, working within financial limits including the delivery of cost reduction programmes
