Job Title: Head of Highways and Traffic Management

Contract Duration: 6 Months (with potential for extension)

Rate: £500 - £550 per day (Umbrella)

Service Area: Public Realm

Responsible To: Divisional Director, Public Realm

Responsible For:

Highways Asset Management (including Highway Maintenance, Streetlighting, Structures, and Local Flood Risk Management)
Client Commissioning
Traffic Management (including Road Safety, Cycling, Streetscene Design, and delivery of capital improvements)
Transportation Planning (including Development Control, Highway Register, Transport Policy, Standards and Guidance, Supporting Measures such as Travel Demand Management & Road Safety Education, Research and Strategy Development including LIP)Job Summary: The Head of Highways and Traffic Management will lead and manage essential functions for the upkeep and administration of the highway network and associated assets. This role is pivotal in promoting transport-related safety and advocating for healthy lifestyle choices. Key responsibilities include:

Service Oversight: Maintain a comprehensive view of service performance, ensuring compliance with all relevant legislation and codes of practice, and initiating necessary actions.

Service Delivery Management: Manage the provision of efficient and effective highways and traffic management services, keeping abreast of updates and leading service developments.

Advisory and Policy Role: Act as the Head of Service, exercising delegated powers and serving as the principal advisor on highways and traffic management, including policy and strategy review and implementation.

Value Delivery: Ensure managed services remain pertinent and cost-effective, aligning with Council policies and strategies through annual service plans, reviews, and action plans.

Stakeholder Engagement: Establish and maintain excellent relationships with internal and external stakeholders to support service delivery and enhance the Council's reputation.

Financial Management: Oversee service budgets, ensuring the delivery of the annual budgeted surplus, income, and savings targets.

Knowledge Requirements:

In-depth understanding of policies, legislation, and practices related to highways and traffic management.
Current knowledge of effective management techniques, including large budget oversight.
Familiarity with relevant government policies pertaining to operational services.
Comprehensive grasp of local government structures and agencies involved in highways and traffic management services.Qualifications & Experience:

Demonstrated ability to develop and execute strategic plans with a focus on outcomes.
Capacity to identify and capitalize on commercial opportunities, delivering service efficiencies.
Track record of managing substantial projects effectively.
Experience in overseeing responsive services that cater to the needs of individuals, communities, and elected officials.
Proven success in partnership work to achieve desired outcomes.
Extensive experience in leading a sizable workforce to accomplish goals.
History of engagement with the public and elected members
