Description:

Our Client are a leading Utilities business with a dedicated team delivering safe, reliable and economic multi-utility supplies and services (electricity, clean water, waste water collection and treatment, natural gas transmission and telecoms). Owing to planned retirement of the incumbent, they are now seeking an experienced Head of Health & Safety to join their team as they progress a major capital modernisation programme.

As the Head of Health and Safety you will:

* Lead and promote a positive health and safety culture and continually look to improve / develop strategy

* Lead the development and implementation of a Safety Management System suitable for the needs of a multi utility and diverse workforce

* Monitor health and safety performance and produce periodic statistics and issue of an annual performance report in relation to safety policy, objectives and the organisation's Health and Safety plan. This process includes reports, trend reviews, safety audits, and inspections

* Ensure that safety related documentation, procedures and guidance are maintained up to date and in compliance with relevant regulatory requirements and standards

* Promote and develop a behavioural Safety Culture across the whole of the organisation

* Setting and driving the implementation of a health and safety strategy in line with the business plan, relevant policies, current legislation, and procedures

* Work to provide common safe systems of work across all of the organisation

* Constantly assessing opportunities for improvements and proactive sharing of best practice

* Provide Health & Safety legislative interpretation & guidance in relation to company activities

* Development of an annual health & safety plan for the business

* Carry out Safety Rules and system audits

* Acting as champion, attend health and safety committees/council meetings and ensure that terms of reference for these forums have been issued and are in keeping with the organisation's needs

* Review of complex RAMS documentation and advise as required

* Take the lead in the participation of high level managerial H&S inspections/tours

* Undertake and complete a review of fire risk assessments for critical and complex assets

* Act as the primary point of contact with regard health and safety issues

* Achieve set objectives effectively within specified timescales

* Vetting of contractors and suppliers to ensure services proposed/provided are in keeping with required standards and expectations

* Monitoring of contractor H&S performance

* Instigating site fire/emergency tests/exercises and procedural updates

* Control the Health and Safety Budget

* Bringing to the attention of staff, changes in either statute or policies that could affect or change practices / procedures

* Develop and maintain good working relationships with relevant government bodies i.e. HSWI, Emergency Services and other key stakeholders

* Promoting good Health and Safety behaviour throughout the organisation

* Monitoring accident/incident investigation procedures, follow-up actions and hazard identification methods

* Undertake investigations and produce detailed reports following any serious accident/incident

* Assessment of staff in respect of levels of competence and assisting in Health and Safety training and mentorship requirements

* Development and delivery of Health and Safety training material, presentations and toolbox talks to staff, contractors & third parties

The ideal candidate for the role of Head of Health and Safety will have:

- At least 5 years' experience in a Health and safety management role within a complex business

- Demonstrable interest in engineering

- Utilities experience, basic construction experience, and change management experience

- Team leadership and mentorship experience

- Experienced in carrying out audits, covering a wide range of health and safety issues

- Experience of complex risk assessments and implementation of practicable risk control measures

- Experienced in the development and review of procedures/guidance material

- Fire safety expertise, including completion of complex fire risk assessments

- Understanding of health and safety management standards18001, 45001 & UK HSE's HSG 65

- Familiar with accident, incident and near miss and root cause analysis / investigation

- Direct experience of dealing with the HSWI and capability to represent the business during investigative process and any legal proceedings/actions

- Relevant Chartership (desirable)

- NEBOSH Diploma in Health and Safety Management or similar

- Full, clean driving licence

- Awareness of, and compliance with, relevant health & safety legislation, best practice and UK industry standards

- Knowledge of relevant IOM and UK Health and safety legislation as applicable to the organisation's activities

- Excellent planning and organisational skills with the ability to meet deadlines

- Computer literate, particularly with the use of Microsoft Office suite applications
