The Role: 

PPD requires strategic workforce planning expertise to support the implementation of a pilot flexible resource pool. This requires identification, analysis, tracking and forecasting of the supply and demand for project delivery resources across the Home Office. Therefore strategic thinking, analytical skills, strong communication and a real strength for stakeholder engagement, and collaborative working would be required to deliver the service.

The pilot will inform the longer-term target operating model for Project Delivery resourcing, and the strategic workforce planning capability is a critical workstream within the pilot. The workstream will be managed by the Head of Project Delivery Capacity and Resourcing within the Portfolio and Project Delivery (PPD) directorate, which comprises Portfolio Management, the Project Delivery Centre of Excellence, our Project Delivery Profession function and the Rapid Response Team. PPD’s role is to ensure that the Home Office Change Portfolio remains optimised, balanced and prioritised so that it contributes to maximum value delivery of the Home Office’s objectives as well the continual improvement of the department’s project delivery capacity and capability.

Responsibilities:

Working with stakeholders to develop insight in to the supply and demand position for project delivery resources across the Home Office at a strategic level, ensuring future demand is accurately forecast and modelled so that supply routes (recruitment, contingent labour, secondments, and skills development) can be effectively managed across PPD

Producing management information to enable evidence-based decision-making on project delivery recruitment and resourcing strategy. This includes working with PPD and HR colleagues to develop insight into turnover, diversity, skills, location and other data which inform our drive to build internal project delivery capacity and capability.

Management of the resource deployment and tracking process, including design and implementation of streamlined and effective processes and tools.

Management of the entry gate and prioritisation process for assigning project delivery resources

Ongoing identification of lessons learned on flexible resource deployment during the pilot period to input to the wider pilot evaluation process.

Alongside PPD colleagues, establish a strong network of resourcing and workforce planning contacts across the Department and other government departments, sharing and acquiring good practice and insight across the network

Working collaboratively with central HR strategic workforce planning colleagues to ensure alignment with and support of the corporate approach to SWFP

Work collaboratively across Home Office to ensure that wider organisational strategies that impact our workforce e.g. spending review, flexible working / hybrid strategy, estates strategy are aligned to our workforce plan and to act as a key enabler for such strategies.

Scan economic and workforce trends for project delivery roles in wider market and public sector to predict the impact this might have on trends for turnover or skills shortfalls and make recommendations for remedies.
