£300 - £400 per day (Umbrella) | 6-Month Contract | Birmingham | Hybrid Working

Hays are delighted to be working with a local council to recruit three experienced Fraud Investigators on an interim basis. This is an exciting opportunity to join a dedicated team tackling fraud, protecting public funds, and supporting the delivery of vital services across the city.

The role offers a hybrid working pattern and will require regular visits to locations across Birmingham as part of investigative activity.

The Role

As a Fraud Investigator, you will manage and deliver a diverse caseload of criminal investigations, with a particular focus on social housing fraud, council tax and revenues fraud, and wider application fraud. You will utilise a broad range of investigative techniques to gather evidence, develop intelligence, and support enforcement action.Working closely with internal departments, external partners, and enforcement agencies, you will play a key role in protecting public resources and ensuring that fraud is identified, investigated, and acted upon effectively.

Key Responsibilities

Manage and conduct complex criminal investigations from referral through to conclusion.
Investigate social housing fraud, including unlawful subletting, tenancy fraud, succession fraud, and related offences.
Investigate council tax, revenues, and application fraud matters.
Gather, review, and analyse evidence using a variety of investigative techniques.
Conduct interviews, obtain witness statements, undertake surveillance activities where appropriate, and complete site visits.
Analyse intelligence and information from multiple sources to support investigations.
Prepare detailed investigation reports, prosecution files, and evidential packages.
Support the recovery of fraudulently obtained properties and proceeds of crime.
Present evidence in court and other formal proceedings when required.
Ensure all investigations are conducted in accordance with relevant legislation, codes of practice, policies, and procedures.
Liaise effectively with legal teams, housing services, revenues teams, and external agencies.
About You : We are looking for motivated and experienced investigators who can demonstrate:

Essential Experience & Skills

Proven experience investigating criminal offences within a fraud, enforcement, compliance, or regulatory environment.
Experience in social housing fraud, tenancy fraud, revenues fraud, council tax fraud, or similar investigations.
Strong knowledge of investigative legislation and associated codes of practice, including:
Police and Criminal Evidence Act (PACE)
Criminal Procedure and Investigations Act (CPIA)
Data Protection Act (DPA)
Human Rights Act (HRA)
Regulation of Investigatory Powers Act (RIPA) / Investigatory Powers Act (IPA)
Experience gathering evidence through a wide range of investigative techniques.
Ability to prepare high-quality investigation reports and prosecution files.
Excellent analytical and problem-solving skills.
Strong written and verbal communication skills.
Experience managing a varied caseload and meeting deadlines.
Ability to work independently while maintaining high professional standards.
Desirable Qualifications

Accredited Counter Fraud Specialist (ACFS)
Professionalism in Security (PINS)
Accredited Professional Criminal Investigator Programme (APCIP)
Other relevant fraud, investigation, or enforcement qualifications
