Job Title: Estate Administrative Officer

Salary: Band 5 - £14.53 per hour

Hours: Full-time

Location: Belfast

Duration: Temporary

Job Summary:

To assist the Estates Officer (Procurement Team Leader) in the provision of a procurement service to ensure that the Belfast Trust achieves its corporate aim of managing the diverse contractual relationships with companies and service providers to provide the maximum benefit to the Trust in terms of quality of service and value for money.

The main purpose of the post is to provide an efficient and effective administration to support the establishment function and development of the Estate Services Department throughout the Belfast Health and Social Care Estates.

General Duties:

· Assist with the development of Business Cases to support Capital Projects identified and put forward by the Estate Services Department

· Gathering of financial and other relevant information necessary to support the development of Business Cases

· Assist with the development of Cost Pressure papers in support of the Estate Services Department strategic directions

· Assist with the development of Strategic Outline Cases for submission to Trust Board and or DHSSPS

· Maintaining a database of all rates issues, working with LPS (External Stakeholder) with regard to recording of rates bills, over-charging, reviews, appeals and schedules.

· To provide Estates Management with financial and other information, when requested, to support the development of the Estate Services Department strategy

· To manage a programme of Estates related information, necessary, in support of major capital schemes required by the DHSSPS

· To support the Estate Management in the development of audit tools to manage and ensure Contractors prompt payment

· To develop and manage the implementation of protocol and procedures to address issues raised by Internal and External Audit

· To gather relevant information and prepare responses in relation to Freedom of Information and Assembly requests

· To review and continually strive to provide improvement to all processes and methods within the Estate Services Department Administrative and Clerical Team,

· To oversee the development of an Admin Finance support team which will work in conjunction the FPM processes

· To assist with the completion of returns to Belfast Trust and the DHSSPS when required

· To develop a system to record and follow-up on recommendations and action plans

· To deputise, when necessary, at meetings for the Estate Services Department

· To order stock, such as stationary, for the Department as required

Qualifications/Experience:

University Degree or recognised professional qualification and one year’s administrative/clerical experience including staff management OR HNC/HND and two year’s

administrative/clerical experience including staff management OR Four year’s administrative/clerical experience (minimum Band 4 or equivalent) including staff management AND Have evidence of proven ability to deliver against set targets AND Have engaged with internal and external agencies to the organisation in the last two years.
