Description:

As the Electric Vehicle (EV) Programme Manager, your focus will be to coordinate the delivery of the actions set out within the council's EV Charging Strategy (Apply online only)). Most importantly, this includes working at pace to manage the implementation of 2000 new charging points, in phases, by March 2026.

Key Responsibilities:

Lead the delivery of the actions set out in the Council's EV Charging Strategy and related strategies, in accordance with wider corporate and strategy objectives.
Undertake projects with minimal management oversight including representing the section and presenting projects for decision.
Work effectively both internally across council departments, and externally in partnerships, to deliver the programme, identify opportunities for joint initiatives and new sources of funding.
Co-ordinate the procurement of works and professional services, including writing briefs and specifications, preparing contract documents, obtaining quotations and tenders, and letting and managing subsequent contracts.
Manage and monitor contracts with service providers, improving service quality and promoting innovative ways of tackling local problems.
Manage and motivate staff members and agency staff reporting to the post holder, contributing to a culture of continuous improvement.
Represent the Council as required, providing professional advice to Councillors and other officers on relevant areas of service delivery, ensuring compliance with the Council's standing orders.
Undertake necessary administration, reporting, monitoring & evaluation, and maintain accurate project management and financial records required by the Council and other funding bodies.
Ensure compliance with the council's financial standing orders and tenders and procurement regulations, facilitating all internal and external approvals necessary to deliver the programme.
Identify internal and external funding opportunities and interventions that support the aims and objectives of the EV Charging Strategy, leading on further development and submissions of such proposals up to the value of £1m with minimal supervision.
Develop and maintain a working knowledge of all relevant statutory regulations and guidance pertaining to EV charging and implement projects in line with all statutory requirements.
Support the preparation of Temporary Traffic Regulation Orders, in accordance with all legal and statutory requirements.
Attend seminars, conferences, and seek out professional development opportunities to stay up to date with best practice and statutory requirements relating to the delivery of the EV programme.
Occasionally carry out duties outside normal office hours as required, such as site visits and assisting with public consultations.
Undertake other duties and responsibilities which may arise from time to time within the capabilities of the post holder and commensurate with the grade of the post.Requirements:

Proven experience in project management, preferably in the field of electric vehicle charging infrastructure or related areas.
Strong leadership and team management skills.
Excellent communication and negotiation skills, with the ability to work effectively with internal and external stakeholders.
Knowledge of relevant statutory regulations and guidance pertaining to EV charging.
Ability to work autonomously and make decisions with minimal supervision.
A proactive approach to problem-solving and a commitment to continuous improvement.
Flexibility to occasionally work outside normal office hours as required
