Digital & Technology Programme Manager – Local Government
Location: Southwest London (Hybrid – 1–2 days per week onsite)
Contract: Initial 6 months (likely extension)
Rate: Competitive (Inside IR35)
Overview:
Our local authority client is seeking an experienced Digital & Technology Programme Manager to join their Digital & Innovation team, leading a broad portfolio of enterprise technology and business transformation projects.
While Housing is becoming an increasingly strategic area, the majority of the programme covers digital transformation across Planning, Public Protection, Public Realm, Highways, Land Charges, Parking and Corporate Services. The successful candidate will inherit several live programmes while initiating and delivering new projects from inception.
This is an excellent opportunity for someone who thrives managing multiple stakeholders, suppliers and technology workstreams within a complex local government environment.
The Role:
You will be responsible for delivering a portfolio of digital programmes focused on modernising core council services through the implementation and optimisation of business-critical systems.
Current initiatives include:
Ongoing optimisation following a major IDOX implementation
Delivery of Alloy-related projects
Multiple smaller digital transformation projects across council services
Housing Allocations optimisation using Unity (Home Connections)
Leading the technology options appraisal for systems supporting Merton's expanding new-build housing programme
Managing new digital initiatives from business case through to successful deliveryKey Responsibilities
Lead end-to-end delivery of complex Digital & Technology programmes
Manage multiple concurrent projects across several council departments
Own project governance, planning, risks, budgets and reporting
Build strong relationships with senior stakeholders and service leads
Manage third-party suppliers and software vendors
Drive successful user adoption and organisational change
Ensure projects align with governance, procurement and data standards
Deliver programmes using both Agile and Waterfall methodologiesEssential Experience
Proven Programme or Senior Project Management experience within Local Government
Strong Digital Transformation delivery background
Experience delivering enterprise software implementations
Excellent stakeholder engagement at senior leadership level
Supplier and contract management experience
Knowledge of Local Government governance and procurement
Experience managing multiple workstreams simultaneouslyDesirable Experience
IDOX implementation or optimisation projects
Alloy case management platform
Housing systems, particularly Unity (Home Connections) or similar allocations platforms
Planning, Public Protection, Highways, Parking or Land Charges systems
Case management and line-of-business applications
