Development Manager - Regeneration

In this role, the Development Manager will be responsible for maximising the financial and non-financial benefits of ERF projects. This involves acting as the client for the Fund, commissioning both internal and external colleagues to buy land, secure planning and other consents, and manage the appointment and contracts of design and technical consultants. The role also includes advising on market-facing aspects of scheme development, carrying out financial appraisals, negotiating funding/promotion/development agreements, and overseeing sales and marketing for lettings and disposals.
The Development Manager will be supported by a fund, asset, and lettings management firm, and will direct multidisciplinary professional teams, including real estate consultants. Collaboration with ERF's in-house economist and program coordinators, as well as the Council's development surveyors and project managers, is also a key aspect of the role.
During a typical week, responsibilities might include:
* Appraising a development land opportunity for potential acquisition, working with ERF's fund and asset managers to assess market failure and support business case development with ERF's in-house economist.
* Leading the negotiation of a promotion agreement for a sector development project, supporting ECC's Legal and Finance teams to complete the transaction, and producing robust evidence of progress, efficiency, and value for money for the project.
* Leading the appointment of design and technical consultants during RIBA Stages 0 to 2, promoting health and safety, environmental sustainability, and quality management in a positive and constructive manner.
* Securing planning and other consents for a town centre refurbishment project, working closely with the Project Manager from ECC's Infrastructure Delivery Directorate.
* Advising on market-facing aspects of a light industrial Grow-on Space development, ensuring premises meet occupier needs to maximise financial and non-financial outcomes.
* Meeting with ERF's asset and lettings managers to discuss the performance of lettings and disposals at a light industrial Grow-on Space units development, drawing insights, applying lessons learned for continuous improvement, and proactively identifying and managing risks, prioritising what is most important and urgent.
Please note that this role requires mobility throughout an operational area. Therefore, the post holder will need a driving license and access to a vehicle, or the ability to meet the mobility requirements of the role through other means.
