The Opportunity:

This is a very senior member of the Finance and Business Assurance Department, operating alongside Executive Directors within the organisation, stakeholders including the Welsh Government, and directly reporting to Executive Director of Finance. The Directorate provides finance, commercial, performance, transformation and quality strategies, support and outcomes for the organisation and takes a supportive role for those digital directorate specialities across NHS Wales. This post operates at a strategic level, with little or no guidance or precedent, and dealing with highly complex, contentious, and sensitive information, communication, and negotiations daily.

The post deputises for the Executive Director of Finance and will therefore carry delegated authority with high levels of autonomy and will need to exercise judgement with significant freedom to act. The post holder will be expected to adjust to significant and sudden variations in workload and to represent the organisation on regional and national groups and committees. The post holder ensures that the Directorate supports in delivering its strategy through objectives set in core areas of financial, commercial, quality and performance management, planning, policy development and compliance.

Responsibilities:

Being instrumental in providing leadership and supporting the development of the future strategies within the finance, commercial, performance, transformation and quality functions.
Acting as Deputy to the Executive Director of Finance and Business Assurance and will be wholly accountable for leading and delivering the Finance and Business Assurance functions.
Providing a comprehensive, relevant and value-adding financial, commercial, quality, performance and transformation advice, plan and reporting function for the Board, its subcommittees, directorate managers and external regulators.
To influence strategy and policy development on all Finance and Business assurance related matters.
Develop and implement the Board's strategic plans and approach, leading on financial sustainability on behalf of the Executive Director of Finance and Business Assurance.
Advise Directors across the organisation of the financial and business assurance impacts of service/product development and operational work in conjunction with Directorate teams to develop and implement policies and plans.
Drive an increased understanding of cost, quality activity drivers and performance metrics across directorate teams, using performance indicators, costing techniques, business cases and investment appraisal guidance and other centrally led finance and business assurance initiatives.
Provide subject matter expertise and support in financial programme management from idea generation to sustainable product service ensuring relevance for a digital age.
Ensure strong and quality finance governance, processes and controls that result in a timely balanced set of annual financial accounts.Essential Requirements:

Qualified Accountant
Educated to Masters or Equivalent level plus specialist training and extensive knowledge and expertise across a range of areas e.g. Financial, Research and Development, Audit, HR, Information.
Considerable experience at senior level in finance with board level experience at deputy or director level within the NHS or similarly complex organisation, with a track record of success in delivering financial targets.
Experience of process redesign and change through the use of Digital.
Thorough knowledge of an understanding of governance issues
High level understanding of Audit Process
