We are currently recruiting for a Data Protection Officer to work on a full-time, long-term contract.
The role will be based with a local Police Force, based in Stafford.

As a result, succesful applicants will have to undergo National Security checks prior to starting in post.

This is an initial 6 month contract with a view to be extended, and will be paying the equivilent of £51,252 - £58,194 per annum - this will be based on previous experience.

Job Description:

To be the statutory Data Protection Officer for the Office of the Police and Crime Commissioner and Staffordshire Fire & Rescue Authority (Including Staffordshire Fire & Rescue Service). Operating under the provisions of the General Data Protection Regulation (GDPR) EU Directive 2016/679 and Data Protection Act 2018. This is a specialist role requiring expert knowledge of data protection legislation and programme implementation.

To act as the principal advisor to the Staffordshire Commissioner taking leadership for the Police, Fire and Crime Commissioner’s statutory obligations under the provisions of The Police Conduct Regulations, Police Appeals Tribunal Regulations (Police Misconduct Panels) and to be the Police Tribunals Manager overseeing the Police Appeals Tribunal process. This is a specialist role requiring expert knowledge of relevant legislation and police regulations.

Contract: 6 months

Work hours: Full time – Office Hours - Hybrid

Salary: £51,252 per annum (equivilent hourly rate)

Main duties and responsibilities

* Provision of the statutory obligation to audit, monitor and ensure data protection compliance within the organisations.

* Liaison with the regulatory Information Commissioners Office (ICO) and other external bodies as necessary. Acting as the main point of contact in relation to data breaches, data protection complaints and other matters as they see relevant.

* Investigate and determine data breaches and make recommendations to the relevant organisation Senior Information Risk Owner (SIRO) for decisions around seriousness and interventions.

* Provide leadership to develop and delivering a programme of general and bespoke data protection training to the staff, volunteers and third parties of the organisations.

* Responsibility for assessing the risk to the organisations on data protection issues in relation to financial, reputation, operational and legislative requirements, instigating appropriate actions to mitigate the risk.

* Being the specialist key point of contact for all data protection matters for both staff and the public, including advice, investigation, assurance and assessment.

* Embedding Privacy by Design across each organisation, including advising staff on Data Protection Impact Assessments (DPIAs) completion for high risk data.

* Providing reports on data protection to the required format and frequency as agreed by the SIRO, maintaining strategic focus, demonstrating routine auditing, performance monitoring and legislative compliance.

* Contribution to operational and strategic meeting’s and/or agenda items across the organisations to ensure involvement at the earliest opportunity to provide advice.

* Representing the organisations regionally and nationally through APCC/NPCC regarding data protection to further develop and maintain effective networks, to ensure the organisations remain up to date and operates best practice in respect of data protection.

* Evidence commitment to continuing professional development by holding or demonstrating a willingness to work towards obtaining a professional accreditation such as IAPP CIPP/E.

Essential

* Educated to degree level and / or appropriate professional qualification.

* Minimum of 3 years’ experience at management level within a public sector organisation.

* Data Protection Qualification

* Ability to work effectively and collaboratively with senior stakeholders and partners at local, regional and national level including highly developed political awareness and sensitivity skills.

* Detailed understanding of related national legislation and service frameworks / standards.

* Ability to demonstrate effective written and verbal communication skills and to utilise these to provide subject specific training.

* A demonstrable track record of pro-actively translating legislation and best practice into effective training packages.

* Ability to collect, collate and critically assess / analyse numerical and textual data for audit purposes.

* Ability to assess needs through research and / or consultation

* Proven ability to work as part of a team in a challenging environment

Proactive approach to problem-solving and an ability to develop innovative solutions.
