Job Title: Commissioning Officer

Location: Staffordshire

Duration: 6-month Contract

Rate: £25/hour

We are seeking a Commissioning Officer to join a local authority team in Staffordshire. As a Commissioning Officer, you will play a pivotal role in managing short and long-term commissioning arrangements. This position requires working closely with a diverse range of stakeholders and partners to support in understanding the needs of Staffordshire citizens, translating those needs into definable outcomes, securing delivery of outcomes within available resources to achieve best value for money, and performance managing the process and outcomes.

Key Responsibilities:

Drawing up service specifications and developing clear quality standards and desired outcomes for services, including those in multi-agency environments, by liaising with SCC colleagues, stakeholders, partner organisations, service users, and carers.
Undertaking the identification of opportunities for commissioning of a defined sub-area of care and support/public health or prevention services.
Contributing to reports to support the decisions of relevant committees and boards, ensuring compliance and coherence with overall service objectives.
Delivering agreed aspects of the commissioning cycle to support all aspects of program delivery and meet agreed needs.
Assisting in monitoring financial information and resource allocation.
Working with the Commercial team to agree contractual aims and select preferred providers to deliver intended outcomes.
Providing advice, guidance, and practical assistance to service providers and users.
Overseeing and supporting the work of less experienced staff and supporting the line manager in their development.Requirements:

Demonstrable experience and understanding of commissioning services.
An understanding of the financial constraints facing service areas.
Computer literate with an appreciation of the use and application of data collection and analysis techniques.
Experience in negotiating service delivery requirements.
Experience in contract setting processes.
Ability to demonstrate the ability to use resources flexibly and creatively within a contractual framework.
