Description:

Brook Street UK Limited is working with our public sector client to recruit a full time and permanent Buyer for our Public Sector client.

The principal responsibilities of the post will be:

The Buyers primary activity is to support the Senior Buyer in carrying above threshold tender exercises and to undertake below threshold tenders and mini competitions from frameworks independently.
The Buyer will support the Procurement Officer / Senior Buyer in the delivery of a sustainable procurement service for the company including effective customer service and monitoring external supplier performance within their given portfolio of low-risk suppliers to help meet the company procurement strategy.
Work with the Procurement Officer / Senior Buyer to manage stakeholder expectations through the procurement process.
Work with the senior buyer for opportunities to reduce duplication and streamline process for the company in goods, services and works procurement, across all designated areas and associated customers.
Manage suppliers` performance within their given portfolio against contracts or other arrangements and to manage key relationships with their main customers.
Maintain communications with institutional customers and suppliers to provide advice on current and future requirements.
With Guidance, ensure legal compliance of tendering and contract award activities.
Ensure legal compliance of tendering and contract award activities and to manage risk across relevant aspect of procurement.
Operate within defined financial regulations, statutory requirements and the Northern Ireland equality of opportunity legislation are met.

Liaise closely with our internal clients in the provision of professional procurement advice, and to aid and guidance to members of university staff.Be responsible for administration of the procurement systems, including P2P system (e5), eTendering platform and contract management tool.
Criteria

A minimum of 5 GCSEs at Grade C or above (or equivalent) to include English Language and Mathematics or NVQ Level 2 Accounting or equivalent finance or procurement-related subject.
At least three years` demonstrable relevant work experience to include a minimum of 12 months` relevant procurement work experience.
Experience in tender processes across a range of supplies, services and works
Experience and up to date knowledge of a wide range of IT systems, including MS Word, Excel and Outlook.
Good understanding and knowledge of relevant regulations and procurement procedures.
Evidence of the ability to work with accuracy and attention to detail, whilst ensuring delivery of work to deadlines.
Evidence of the ability to work on own initiative with minimum supervision.
Good oral and written communication skills.
Evidence of ability to work effectively and flexibly as part of a busy and dynamic team.
Flexible and willing to adapt to new tasks and duties.
Full current driving licence.
Willingness to travel as required by the needs of the post.
Salary: £27,181 - £30,050 per annum depending on background
