Description:

Hill & Hill Recruitment are seeking a Building Surveying Manager to work within a Local Authority based in Suffolk.
Key Responsibilities
* You will provide professional leadership and technical expertise across the Council’s housing maintenance, planned maintenance and major capital improvement programmes, ensuring works are delivered effectively and to the required standards.
* You will manage and lead a team of building surveyors, technical officers and other property professionals, including allocation of workloads, programming, performance management, mentoring and appraisal.
* You will lead project teams delivering high-value and complex maintenance, refurbishment and improvement projects, coordinating internal teams, contractors and external stakeholders.
* You will provide senior technical advice to housing management, senior leadership teams, elected members and other stakeholders, ensuring building-related issues are clearly communicated and appropriately managed.
* You will oversee the delivery of responsive repairs, planned maintenance and major capital programmes, ensuring works are properly prioritised, programmed and delivered within agreed timescales and budgets.
* You will undertake and oversee feasibility studies, condition surveys, cost estimates, specifications, drawings and contract documentation for repair, maintenance, refurbishment, adaptation, demolition and other building works.
* You will ensure appropriate statutory approvals, Building Regulations, health and safety and CDM requirements are considered and complied with throughout projects.
* You will lead or support significant procurement exercises, preparing detailed specifications and contract documentation, obtaining tenders and quotations and ensuring procurement is undertaken in accordance with relevant procedures.
* You will oversee contractors and project delivery, including chairing meetings, monitoring progress, managing costs, assessing quality and ensuring health and safety requirements and specifications are met.
* You will investigate and manage complex customer complaints, contractor disputes and service issues, working with relevant stakeholders to achieve appropriate resolutions and identify lessons learned.
* You will contribute to service improvement, policy development and strategic planning, identifying improved working practices and developing initiatives to improve customer service, efficiency and value for money.
* You will prepare detailed reports, business cases and technical recommendations for senior management and elected members where required.
* You will provide technical training and guidance to non-technical colleagues and support the development of building-related knowledge across the wider housing service.
Your Experience
* Significant post-qualification experience working as a Building Surveyor, Senior Building Surveyor, Building Surveying Manager, Asset Manager or similar senior property professional.
* Strong experience managing housing maintenance, planned maintenance, capital improvement and refurbishment programmes, ideally within a Local Authority or Registered Social Landlord environment.
* Relevant degree-level qualification in Building Surveying, Building Services, Construction, Property or a related discipline, together with substantial professional experience.
* Strong knowledge of building construction, maintenance, refurbishment, repairs, defects and property condition.
* Detailed knowledge of relevant Building Regulations, health and safety legislation and statutory requirements affecting housing and construction projects.
* Experience managing and supervising technical and professional teams, including workload allocation, performance management and staff development.
* Proven experience managing complex and high-value building projects, from feasibility and specification through to procurement, contract management and completion.
* Strong experience preparing specifications, schedules of works, contract documentation, cost estimates and technical reports.
* Experience managing contractors and consultants, monitoring quality, cost, programme, compliance and health and safety.
* Good knowledge of standard forms of building contract and experience supporting procurement and contract administration.
* Strong understanding of risk management, quality assurance and project governance.
* Experience working with property databases, spreadsheets and other systems to monitor asset condition, programmes, budgets and project information.
* Excellent communication, presentation, negotiation and interpersonal skills, with the ability to communicate effectively with residents, tenants, contractors, consultants, senior management and elected members.
* Ability to analyse complex technical and customer issues and provide clear, accurate and practical professional advice.
* Proven ability to organise and prioritise a varied workload, delivering multiple projects within time, cost and quality requirements.
* A relevant management, health and safety or professional qualification such as IOSH, NEBOSH or a recognised building-related professional membership would be advantageous.
* Previous experience within a Local Authority, housing association or social housing environment would be highly desirable.
