Asset Management Officer

JOB PURPOSE

Manage an effective Housing Asset Management System to ensure the information held is robust enough to drive the operational process of the Housing Building Maintenance service.

Assist in identifying required programmes of work including financial and resource demand to ensure the Council’s housing stock is maintained to Welsh Housing Quality Standards (WHQS) and improved to meet Welsh Government aims and objectives.

Conduct full scale property asset reviews and options appraisals to assist in identifying additional programmes of work against potential future investment and/or resource availability and react to any new legislation.

Monitor performance of programmes in relation to asset compliance and programme completions and ensure accurate recording of asset data is maintained for future work programmes.

A key player in assisting Caerphilly Homes in successfully delivering all future work programmes contained within the 30-year business plan.

KEY RESULT AREAS

Ensure the asset management system is effective, up to date, accurate and reliable so future programmes of work can be created which will also identify resource demand and funding requirements.

React to programme changes. For example adverse weather, funding limits, resource issues. Assist the Project Manager to re-profile programmes of work with minimum disruption to tenants.

Identify risks associated with the delivery of future programmes and develop creative solutions to assist in maintaining performance.

Work closely with the colleagues including the Planned Asset Maintenance Manager, Project Managers, Housing Repair Operations Manager, Finance Manager, Systems Operations Supervisor, Assistant Project Manager, Head of Asset Maintenance and Repairs in the development of the asset management system including procedure set up, reviews and training, and linking to the Asset Management Strategy to ensure compliance and continuous improvement.

Monitor all Stock Condition Surveys, Housing Health and Safety Rating System assessments, planned programmes and projects are in accordance with corporate and divisional performance plans and objectives to ensure compliance, including validation processes, target setting and measuring of programmes/contract completions.

Contribute to the future delivery of the Housing Repair Operations (HRO) and Planned Asset Management Strategy (PAMS) departments ensuring continuity of work programmes based on asset data and available resources ie finance and workforce.

Assist senior officers in maintaining an integrated approach within Caerphilly Homes creating efficiencies, improved performance, along with more efficient and effective ways of working.

Encourage, facilitate and participate in the review of current processes within HRO and PAMS to improve and promote the high levels of service delivered.

QUALIFICATIONS

ESSENTIAL

Relevant Level 4 qualification on the Credit and Qualifications Framework for Wales (CQFW). For example ILM/NVQ Level 4 in Management or HNC in Building / Construction.

Excellent knowledge of performance management and data systems used within the service area.

Understanding of relevant national and local policies and their application to the service area.

Excellent knowledge across a wide range of different sections within the departments such as PAM, WHQS, response repairs, statutory and cyclical maintenance.

Sound knowledge of theoretical and practical building maintenance and repairs.

Good understanding of working drawings and specifications for building works.

Sound understanding of stock condition surveys, data collection and building life cycle costing.

Up to date knowledge of relevant policies necessary for the role.

Asbestos regulations.

SAP ratings.

CDM regulations.

WHQS.
